【摘要】 党的十五大报告把推动区域经济协调发展，实施可持续发展战略作为今后经济发展战略的中心工作。党的十五届三中全会又特别提出要“解决农村贫困人口的温饱问题”和“温饱问题基本解决以后，巩固扶贫成果，根本改变贫困地区面貌。”由此可见，促使和实现贫困地区的脱贫和走向发展，是党和政府的一贯任务。随着“八七扶贫攻坚计划”的结束，绝大部分贫困地区的贫困人口在各种综合措施的强力作用下，得以顺利解决温饱。在此基础上，如何有效地巩固扶贫成果，防止返贫、稳定脱贫和持续发展，是各级政府进入新世纪后所必须考虑的一个问题。因此，加强对贫困地区可持续发展问题的研究，对促进区域经济协调发展，不断改善贫困地区的生态环境，提高群众的收入水平和生活质量，具有重大的现实意义。而在可持续发展的因素中，人口又是关键性的因素，故而专门讨论人口问题意义重大。 本文以湖北省贫困地区的人口作为研究对象，将其作为一个系统，以系统理论为指导，把人口与资源、环境、经济作为一体，着重从以下三个方面进行研究：第一，贫困地区人口问题的基本描述；第二，分析贫困地区人口问题与可持续发展问题的关系；第三，实现贫困地区可持续发展的人口对策。更多还原

【Abstract】 One central task of our future economic development strategy is to make area economy develop in harmony and adopt sustainable development strategy and make poverty far away from poor people. How to resolve the poverty areas problems and complement sustainable development strategy is an urgent task that every leader faces. As a result, it is very important to study on sustainable development and environments and people’s income and life level in poverty areas.
