【摘要】 新世纪新阶段，随着中国入世、全面建设小康社会目标的确立和科学发展观的提出，中国特色社会主义事业进入了一个新的发展时期。为更好地适应入世带来的机遇和挑战，顺利实现全面建设小康社会的各项目标，贯彻以人为本，全面、协调、可持续的科学发展观，中国政府文化职能必须做出相应的转变。为此，论文从系统论视角，以行政生态学为研究方法，在对中国政府文化职能的系统结构分析的基础上，阐述了中国政府文化职能转变面临的新环境。分别探讨了其中包含的机遇和挑战。并从各方面提出了中国政府文化职能转变应采取的相应对策。包括政府文化职能管理理念、管理体制、管理方式的转变和政府文化队伍人才建设、电子政府建设等。更多还原

【Abstract】 With the China’s entry into WTO , the establishment of the objective of building a well-off society in a all-round and the viewpoint of scientific development was put forward, the cause of building socialism with Chinese characteristics is entering a new developing period. To adapt better to the opportunities and challenges caused by the WTO, realize smoothly all kinds of project of building socialism with Chinese Characteristics and implement the scientific developing viewpoint which is people-oriented, overall, coordinated and sustainable , It is need for Chinese government to transmit its cultural function . In considering these, this article, in the way of System researching method and from the thinking angle of Administrative Ecology ,analysis the systemic structure and environment of the Chinese government’ cultural function .On the basis of the discuss of the opportunities and challenge in the environment, Then a series of countermeasures were put forward to deal with these situation ,which include the transition of the idea, system and the way of the cultural management and culture talent’s building, electronic government construction of Chinese government.更多还原
