【摘要】 对于我国目前水资源开发利用中出现的一系列问题，许多专家纷纷提出建立水权制度，以公有制水权为基础，通过效率优先、兼顾公平的水权初始配置，实行可交易水权，使水资源达到优化配置。论文针对水权理论和制度的建立对水权初始配置、水权转让和水管理组织结构带来的影响进行初步的探讨，具体内容有如下几个方面： 1．综述我国水资源概况，分析我国水资源开发利用中面临的严峻形势，指出解决水资源危机的办法。 2．论述水权理论的基础以及我国水权理论研究的进展。 3．应用层次分析法对水权初始配置进行简要分析，并应用基于对策论的交互式多目标规划解法进行分析。 4．研究水权交易的种类并提出回购协议和抵押贷款的交易方式，然后介绍垄断市场和水权市场，以及垄断市场的几种定价方式，最后建立水权转让的两部制价格模型。 5．分析各种权变因素——组织战略目标、环境因素、技术和规模等对水管理组织的影响，探讨目前水管理组织结构存在的不足，并根据组织设计的原则，对基于水权理论的水管理组织结构进行再设计。更多还原

【Abstract】 To resolve the crisis of water resource of our country ,Water Rights System is recommended to be founded by specialists. Based on the public Water Rights System, this Water Rights System applies tradable water rights to optimize the allocation of water resource, after the allocation of water rights is initialized, the concrete content has the following several respects:1. Overview the general description of water resources and the crisis ,point out the main methods to solve the crisis and introduce the main contents in this thesis.2. Describe the foundation of Water Rights Theory and research the progress of water rights theory in our country, and put forward the formula for initialization allocation of water rights within the drainage basin.3. Apply AHP for the initialization allocation of water rights,and apply interactive method of MOP to allocate the water rights.4. Analyse the forms of water rights trade and put forward several trade ways , then introduce water rights market and several kinds of pricing, and set up two- part tariff of the transfer of water rights finally.5. Analyse the influence of the factors of various kinds --organization strategic objective, environmental, technology, scale, and analyse the deficiency of organization framework of water management exists.
