市政工程施工新技术模糊综合后评价模型研究

【摘要】 自从建设部于1994年提出全国建筑业推广应用十项新技术以来,新技术在建筑业的应用得到了大力的推广。在建筑业的各类工程中,市政工程具有基础性强、政府投资为主、影响面广等特点,其施工新技术的应用具有重要的意义,一项新技术的成功应用能带来巨大的社会效益和经济效益。因此,市政工程施工新技术应用成功度的评价是非常必要的,它有利于总结新技术应用的经验教训,然而国内针对市政工程施工新技术应用成功度评价方法的研究尚少,缺乏一个系统而通用的模型。 本文研究建立了市政工程施工新技术模糊综合后评价模型,该模型以市政工程施工过程中出现的新技术、新材料为评价对象,评价范围为市政工程中的市政道路工程、市政桥梁工程、市政给水、排水工程和污水处理厂工程,评价内容为施工新技术在市政工程中的应用成功度,评价结论输出为新技术应用成功度指数C(C∈[0,100])及成功度等级,包括“非常成功”、“比较成功”、“基本成功”、“不太成功”、“失败”五个等级。 文中构建了新技术应用成功度的评价指标体系,以“新技术应用成功度”为目标层S,以“工程安全”、“工程质量”、“工程成本”、“工程进度”、“环保影响”为准则层W,准则层下有子准则层X和Y,指标体系共计四层;评价指标的赋权采用改进型的层次分析法,并设计了指标赋权问卷,收集了来自市政工程领域和建筑经济管理领域的专家意见,计算得到各有关评价指标的权重。 文中基于技术后评价“有无对比法”的原则,对指标单因素模糊评价的具体方法进行了研究,根据子准则层X或Y各个评价指标具体内容及指标的定性/定量性质,研究确定了相应的指标评价赋值方法,进而进行单级模糊综合评价,再进行多级模糊综合评价,并得到目标层指标S(新技术应用成功度)的评价结果向量B_S,再采用模糊单值法对B_S进行单值化,得到新技术应用成功度指数C并确定新技术应用成功度等级。 模型的应用过程参照了部分标准和规范,具体的应用方法和组织、实施过程文中已作了阐述。
【Abstract】 New technology for building industry has been used more and more widely since the development and application of ten new technologies for building industry firstly advocated by ministry of construction in 1994. A new technology successfully applied in municipal engineering can make remarkable economic benefit and social benefit. Thus, the research on the evaluation of the application of new technologies in municipal engineering is necessary and important, which will help to summarize experience and lessons during the application.The paper set up a fuzzy comprehensive post-evaluation model of new construction technology for municipal engineering. The model aims new construction technologies and new construction materials applied in municipal engineering as objects to evaluate, and focus on road engineering, water supply and sewerage works, bridge engineering and effluent plant engineering as the evaluation range. And, the success index C (Ce [0,100]) and success level that includes very successful, relatively successful, basically successful, not successful and failure of the application of new technology will be estimated as the model outputs.Evaluating index system is set up firstly in the paper. The system includes four layers, in which, the object layer consist of the only index S success level, the rule layer W consist of five indexes as Wj engineering security, W2 engineering quantity, Ws engineering cost, W~4 engineering schedule, Ws environmental affection, under the rule layer there are two sub-rule layers X and Y. To determinate the index weight, the paper adopts improved AHP method and designs a questionnaire, which helps gathering the opinions of experts from correlative field.Based on the with-and-without comparison, the paper study the method of fuzzy evaluation for single index, then go along the primal fuzzy comprehensive evaluation, and then go along the farther fuzzy comprehensive evaluation. At last, the evaluation vector Bs is worked out and will be calculated into a index C by fuzzy method. The success level of the application of new technology attributes to the index C.
