【摘要】 互联网安全管理是公安机关的一项新型警务活动。我们目前实行的是一种以网站提供单位为管理对象的“单位管理模式”，但随着互联网的高速发展和网络功能的大幅拓展，这一模式之下的公安机关的管理幅度、管理职能及管理理念等均受到了极大的冲击，难以避免的出现管理边界模糊、角色定位失衡、网上民众边缘化等弊端，加剧了互联网上病毒与有害信息的传播及涉网违法犯罪案件的上升，也致使网上警民关系的紧张和警力资源的严重不足。这便要求我们对现行的管理模式进行全面的审视和反思，从中发现问题的症结，并积极开拓新视角、借鉴新理念，构建一个有效的互联网安全管理新模式。 为此，本文运用数据统计、实证调查等研究方法，在对现行管理模式的产生背景、面临的冲击、出现的问题进行剖析的基础之上，引入了虚拟社区概念，并对互联网空间作了具体的分类与分析，从而认定互联网安全管理的主阵地应是互联网上的虚拟社区，同时理出了原有管理模式偏离互联网的内在构架、断裂与传统警务的联系这一根本所在。立足于此，本文从实践环境、构成要素、成员意识、组织形式等方面对虚拟社区与现实社区作了详尽的比较，揭示出两者之间明显的相近或相通性，因而选择较为成熟的社区警务理论作为互联网安全管理的理论依据，来尝试构建一种着眼于虚拟社区、依托于社会公众和网络技术的互联网安全管理模式，即虚拟社区警务。继之，本文在确立虚拟社区警务的基本原则与核心思想的前提下，阐述了虚拟社区警务的基本任务、运作方式与工作内容，从组织、制度、技术、宣传、服务、信息资源等六个层面确定落实虚拟社区警务的具体措施，并强调了应把握的主要环节，即确立警务理念、塑造新型警民关系、有效配置警力、培育和发展虚拟社区、实现虚拟社区组织化、建立警务机制、加强社会协作等。在文章的最后，作者结合自身的工作经验，依据当前浙江省互联网安全管理的基础条件及金华市虚拟社区警务探索实践，从可行性和有效性两个角度对虚拟社区警务的实践性进行了分析。更多还原

【Abstract】 Internet security Administration (abbr. ISA) is a newly emerging assignment for the Police. At present, the Police in our country mainly through the "Unit Administration Mode", which merely emphasizes the administration of the website units, to execute this administration. However, with the rapid development of internet and expansion of its function, this administrative mode is under great impact, simultaneously, the Police with the mode is challenged in terms of its management range, its administrative function, its management conception and so on. Consequently, it inevitably results in some problems during the ISA, such as blurring the borderline of the management, losing the balance of the role orientation and ignoring the importance of the people online.And it also causes the flooding of virus and harmful information in the Internet as well as the increase of the crime via Internet. In order to solve problems and reinforce the administration of Internet security, it is high time that we made a comprehensive analysis of the "Unit Administration Mode", found out the sticking point, and created an effective administrative mode for ISA.By means of statistics and down-to-earth investigation, this paper made a detailed anatomy on the background of the present administrative mode as well as the challenge and problem it is confronting with. Then, through the analysis and classification of the Internet space, we concluded that the virtual community should have been the main objective of ISA. Based on this conclusion, we brought foreword a new administration mode for the ISA called Virtual Community Policing (abbr. VCP). In the following parts of this paper, we established the principia and core of the VCP, and expatiated its basic assignment, manner of running, and requirement. Furthermore, we pointed out the practical measures for the execution of the VCP in the aspects of organization, system, technique, propagation and information source, and the key step that we should pay more attention to. At the end of this paper, a case was offered to prove the feasibility and effectiveness of the VCP.更多还原
