【摘要】 道路运输管理信息系统是面向道路运输行业管理的计算机网络信息系统，该系统可以实现省内各级道路运输行政管理（简称：运政）机构之间全部业务网上运行，从而提高工作效率，规范业务操作，减轻劳动强度，提高工作透明度。改革开放以来，伴随着经济的持续增长和生活水平的不断提高，各类运输车辆及经营业户的数目也成倍增长，对道路运输行业管理的信息化建设提出了更新更高的要求，传统的人工管理模式已无法满足道路运输行政管理发展的要求。目前，国内外相继加大了对道路运输管理信息系统的研发和投入，但他们在系统的标准化、可扩充性等方面存在或多或少的不足，而且考虑到重庆市交通行业的现状，有必要结合重庆实际开发出一套管理规范、技术先进的道路运输管理信息系统，以加强管理，提高管理部门服务能力。论文以重庆市运管局的试点项目“道路运输管理信息系统”为背景，旨在建立起一个统一规划，统一标准，具有高度可靠性和可扩充性的现代化管理信息系统，通过网络实现全市道路运输行政管理部门的协同工作，最大限度地提高服务质量。为此论文主要作了以下研究：对道路运输管理信息系统的总体架构进行了全面和系统的分析，并提出了一种新的“二维权限管理”的新型结构。对系统实施的可行性方面，从技术上、经济上和实际操作上进行了客观详尽的分析。根据实际的业务流程，结合现代管理的需要，对传统业务流程进行改进，结合PETRI网提出新的管理流程和实现方式。最后根据以上分析成果实现了一个包含主要功能的系统。更多还原

【Abstract】 The road transportation management system is focused on the information management of the road transportation. It insures the management affairs between different units to be operated through the network. It leads to the high efficiency, releases the workloads, standardizes the operations and brings us the transparency of work.After the Opening and Reform, with the continuous increase of economy and the improvement of living standard, the number of transport vehicles and the people work in this career is multiplied. The traditional management mode can not meet the requirement of road transportation management. The better MIS (management information system ) is expected . At present, the investigation and investment of road transportation management system on net have been increased much in inland and abroad. But they have many shortages in standard of system, extension etc. Considering station of transportation, we need develop a standardization and advanced road transportation management system to strengthen the management and improve the service of management unitsBased on experimental “road transportation management system” of ChongQing transport-management bureau, The paper aims at a unified layout and unified standard modern enterprise management system with high dependability and extension, realize collaboration for different parts of road transportation management units by net, increase serving quality as much as possible. So several parts as follows:Analyzing generally and systemic collectivity structure of road transportation management system on line, we put forward a new“Two-dimension rights control”structure in the system.Analyzing elaborate and impersonal feasibility of system execute through technology, economic and operation.Based on realistic program, combining with modern management, improving tradition program, raising new management program and realization mode under the PETRI net.At last based on above, we realize an archetypal system, which included some primary functions.更多还原
