【摘要】 在公安信息化建设的推进过程中，科技项目的数量和种类不断增加，分类更加细化，依靠传统的手工方式进行项目的管理越来越不能满足公安科技业务的发展需要；同时，随着公安业务的不断庞大，新建信息化系统同已存的“遗留”系统往往形成信息的孤岛，“各自为政”，难以形成信息的互联、互通，这种状况引起了大量的重复建设和资源浪费，严重制约了公安系统信息化建设的威力和效果。 在上述背景下，本文分别利用了工作流技术和网格数据库技术分布对科技项目和资源的建设进行了研究。主要工作包括： 1．以项目流程的自动化管理取代传统的手工管理，建设了面向公安系统省厅、地市两级科管部门的弹性科技项目管理平台，解决了公安业务流程管理过程中的业务复杂、多样、易变等固有的流程问题。 2．对公安系统的科技资源进行分类和界定，并在此基础上建设了面向公安系统省厅、地市、区县三级处室的，包容了项目资源、人力资源、装备资源、社会资源和“动态调查”系统的开放科技资源管理平台，提供了对公安系统的“信息孤岛”进行信息整合的基础平台。 科技项目和资源管理平台的建设，对提高公安科管部门的办公效率，避免重复建设，实现科技资源信息的共享和通畅，促进科管业务决策的客观、公正、科学等方面起到了显著的效果，取得了一定经济成效，并产生了良好的社会影响和意义。在对科技项目进行信息化管理，科技资源进行集成、融合的基础之上，加强对科技数据资源的充分挖掘，提炼出更具价值的隐藏在信息海洋之内的公安业务规律，是未来极其有意义的工作。更多还原

【Abstract】 Informatization is the overwhelming trend of global economy and social progress. In the process of public security informatization, a great deal of information projects require building. The newly completed application system projects are always forming information insularity with existing application system. This kind of insularity and the scarcity of information communication or connection, which have given rise to repetition of building and squander of resource, have seriously restricted the effect of public security informatization.At the same time, with the extending of public security businesses, and increasing of number or variety of science and technology projects, the categorizing of businesses will be more and more specialized. The management of projects relying on traditional manual manner couldn’ t meet the need of the public security science and technology business development.Under the background mentioned above, using the workflow and grid database technology, we make some research on the science and technology projects and resources’ informatization. The automatic management of project processes replaces the traditional manual management. We construct the flexible science and technology project management platform oriented the level of public security of Zhejiang province and the level of towns and blocks. The construction provides the basic infrastructure which integrates the information insularity of public security system.The building of science and technology projects and resource management platform has prominent impact on improving efficiency of public security science and technology management department, avoiding the repetition construction, realizing the share and circulation of science and technology resource information, promoting the objectivity and publicity of science and technology business strategy. This construction has produced economic effect and social influence also.On the condition of the project information management and science resource integration, the practice which strengthens the sufficient digging of data resource, refine the more valuable cues of public security business submerged in the ocean of information, is a career of great significance in the future.更多还原
