【摘要】 本文针对电子政务发展过程为公众提供一站式服务和协同工作中数据交换的需求，提出利用Web Service技术建立数据交换平台，用统一的方式，实现各系统之间不同结构和格式的数据的相互转换，解决信息孤岛问题。文中着重阐述了如何利用Web Service实现数据交换平台，对信息、行为、数据表现以及流程统一地进行封装，提出了数据交换平台的整体设计方案，对针对在实际应用中存在的问题给出了具体的解决方案和实现。同时，结合青岛市电子政务系统中的实际应用，阐述了数据交换平台和实际应用相集成的模式、方法，以并联审批流程为实例，说明了系统的实际应用效果，为数据交换平台提供了一个成熟的应用实例。更多还原

【Abstract】 Aiming at the requirements of providing one-stop service and exchanging data in cooperation during the development of E-government, this paper proposes using Web Service technology to establish E-data exchange platform so that we can convert data of different structure and format in different systems with uniform method. Therefore it solves the problem of information isolated point. This paper focuses on the whole design scheme of how to use Web Service to establish E-data exchange platform. It gives the solution and realization of the problems existing in the application. In the meantime, it expiates the integration modes and methods of E-data exchange platform and the applications. What’s more, taking united examination and approval flow for example, it explains the applied effects of the system and also provides a mature application case for E-data exchange platform.更多还原
