【摘要】 本文以四川广播电视塔施建工程为实际应用对象，在研析现代项目管理的需求目标、概念和技术特点基础上，从方案体系结构设计、各管理子系统单元的规划和控制模型等角度系统地研究现代项目集成管理的方法原理与关键技术，及其在四川广播电视塔施建工程中的应用。论文主要包括如下内容： (1)在剖析大型项目建设的特征和项目现代化管理内涵的基础上，分析运用现代管理理论指导大型施建工程项目的地位和作用，明确川塔项目与现代项目管理基本理论有机结合的重要意义，并由此而明确本论文研究的主要内容及其现实紧迫性与意义。 (2)项目工作结构分解(WBS)是项目管理的重要依据和活动链接的必要线索，本文从川塔施建工程项目工作计划的目的和作用出发，引入概念设计、详细设计、滚动设计的事前规划思想，提出了基于WBS三级模型的项目工作结构划分方法，利用逐级深入的层次模型实现项目的工作结构分解，为项目进一步的进度计划、人员分配、预算计划奠定了坚实的基础。 (3)针对川塔项目施工建设具体需要，在充分体现项目事前规划与全面控制相结合管理思想和所进行的项目WBS结构分解基础上，基于项目进度——费用／成本——质量三者之间的关系，提出了基于CPM关键路线法的川塔项目进度计划制定方案，实现了进度规划与控制的紧密结合；在对比分析经验估算法、因素估算法、WBS估算法、类比估算等方法和技术基础上，制定了侧重于预算的川塔项目成本基本规划方法，以及结合市场经济情况的成本控制策略；同时将全面质量管理思想，引入了项目施工方案中，针对子项目招标、设备采购、重点质量监控点等设立了详细的质量保障机制和细则，以确保达到工程优质建设的目标。 (4)从项目组织保障角度，在剖析工程项目组织形式基础上，建立了符合川塔施建工程项目实际的组织模型和相应管理策略。从而有利地保障了项目的成功实施。 上述研究成果已在川塔项目施建管理过程中得到了具体的贯彻和应用，目前己取得了阶段性胜利。实践证明本文提出的管理方案是符合国情、切实可行的，其研究成果为川塔项目工程管理提供了科学的依据和有效的理论指导，同时对同类项目也具有很好的参考价值和借鉴意义，达到了论文研究的预期目的。更多还原

【Abstract】 Taking Sichuan Radio & TV Tower Engineering Project (SRTTEP) as an example, based on the analysis of the demanding goal, concept, technological characteristic, this thesis systematically studies the integrated managing principle and essential technology of modern projects and its practical application in SRTTEP from the angles of program system structure design, planning and controlling model of each subsidiary managing system unit. The main content is the following: (1). Based on the analysis of the construction feature and modern managing connotation of large engineering projects, this thesis analyzes the status and function of modern managing theory in instructing large engineering project construction, thus throwing light on the significance of the combination of SRTTEP and modern managing theory. Therefore, the article’ s main idea, realistic urgency and significance is further clarified.(2). WBS is an important basis in project management and a necessary clue of activity chain. Taking the aim and function of the SRTTEP plan as a starting point in consideration, with the introduction of theprearranging ideas such as concept design, detailed design and rolling design, the thesis puts forward project working structure resolving method based on WBS three-class model, thus realizing the working structure resolution by using gradually-deepened gradation model and laying foundation on better plan, staff disposition and budget plan. (3). Aiming at the concrete need in SRTTEP construction and embodying the managing theory of the combination of the prearranging programming and comprehensive control, the article proposes the CPM-based schedule operating program of SRTTEP on the basis of the relationship among schedule program, cost and quality which thus realizes the close combination of schedule program and project control; Based on the comparative analysis of experience estimation method, factor estimation method, WBS estimation method and comparison estimation method, the cost controlling strategy is worked out that attaches importance to the SRTTEP cost budget and market economy situation. Meanwhile, comprehensive quality management theory is introduced in the project’ s schedule program. Aiming at subsidiary project bidding, equipment purchase, essential quality inspection, detailed quality insurance system and rules are worked out so as to achieve the goal of high-quality construction of SRTTEP.(4). From the angle of project organization, based on the analysis of the project organization form, practical organization model corresponding managing strategy are made which beneficially guarantee the successful construction of SRTTEP.The above research achievements have already been explicitly carried out in the construction management of SRTTEP and phasic success has been made. It is proved that the managing program put forward in this thesis is applicable and in accordance with the current domestic situation whose research achievement provides scientific evidence and effective theoretical guidance in SRTTEP management.
