建设工程招标评标智能化方法建立与分析

【摘要】 我国在工程建设领域已全面推行招标投标制度。建设工程招标投标是由招标人和投标人经过要约、承诺、择优选定,最终形成协议和合同关系的平等主体之间的一种交易方式。由于建设工程具有周期长、投资大、影响因素多等特点,使得建设工程招标投标比其他材料、设备的招标投标要复杂、难度大。受长期计划经济的影响,我国的建设工程招标投标制度尚处于不成熟阶段,在实践中存在许多值得进一步研究和探讨的问题。 当前,招标投标活动中存在的突出问题是:有的招标文件没有规定明确的评标标准,一些工程项目评标委员会的组成很不规范,专家评标时随意性很大,搞假招标甚至搞钱权交易等腐败现象屡见不鲜。本文从招标投标活动中的关键性环节——评标标准和评标方法着手,针对建设工程的不同特点,对评标内容进行分类剖析,借助神经网络的强大功能,为快速、准确和全面评价多因素建设工程投标方案提供可能。 本研究课题的思路是:利用层次分析法,把复杂的评标系统按目标、评标标准和方案措施(各个投标书)三个层次划分出来,对投标方案两两比较进行评比,然后进行综合评价,排出诸方案的优劣次序,为定标决策提供依据。 近年来由于人工神经网络以其强大的非线性映射功能越来越受到人们的关注,它可以完成学习、记忆、识别和推理等功能。为快速、准确和全面评价多因素投标方案提供了可能。本研究课题提出并建立了建设工程评标的BP神经网络模型,建立了建设工程评标系统分类描述特征集、训练集及学习模型,通过工程实例证明本方法高效、可靠、实用。该课题具有潜在的应用前景,如果付诸实际可产生巨大的经济效益和重大的社会效益。

【Abstract】 The bid-tender system in project construction field of China has already been overall carried out. The project construction bid-tender is a kind of trade ways between equal main bodies-tenderee and bidder, from them demands and promises are to be made, and finally an agreement and contract relationship are to be formed. A project construction generally possesses the following characteristics: long term of period, large quantity of investment and a great many of influence factors, which make bid-tender of a project construction much more difficult and complicated than that of material or equipment items. In addition under the influence of the long-term planned economy the bid-tender system of project construction in our country is not mature and is still at its initial stage, there are quite a number of problems to be further investigated and discussed in practice.At present the key problems in bid-tender activity are as follows: there are not clear and definite assessment criteria in some tender documents, composite members of a bid assessment committee for some projects are not normal enough, the members may make bid assessment as one pleases, even corruption-false tender, "money -power trade", etc. are common. From the key link in bid-tender activity-bid assessment criteria and assessment method, aimed at different characteristics of project construction, this thesis sorted analyses bid assessment contents, and by means of the powerful function of neural network the thesis makes a prompt, accurate and complete assessment of bid scheme of multi factors project construction possible.The idea of this research project is: by means of analytic hierarchy process (AHP) to differentiate the complicated bid assessment system into three arrangements i.e. target, bid assessment criteria, and scheme measure (respective bid document) , to compare two bid schemes each others, and then to make synthetic bid assessment as well as to arrange an order of all bid schemes to provide the basis for making a tender decision.In recent years neural network method becomes more and more interesting for its powerful non-linearity mapping functions of learning, memory, distinguishing and reasoning, which makes a prompt, accurate and complete assessment of a multi-factors bid scheme possible. The research project put forward and established a BP network model for bid assessment of project construction, which established a sorted describing characteristic aggregate, a training aggregate and a learning model. The examples of project practice showed that this method is to be high efficient, reliable and practical. The research project has a potential applicable prospect, when it is put into practice huge economic and social benefit will be produced.
