【摘要】 基于我国加入WTO后中小企业面临着更多的机遇和挑战，使得技术创新成为中小企业在激烈市场竞争中获得生存和发展的必要手段。本文旨在解决作为降低成本，提高效率的重要创新——工艺创新（尤其是制造业）的测度与评价问题。首先，本文在分析了制造业中小企业工艺创新及测度与评价现状的同时，对制造业中小企业工艺创新的相关概念给予了解释。接着，对影响制造业中小企业工艺创新的各种因素进行了分析，并在参考科技指标体系建立原则的基础之上，结合我国基本国情制定了制造业中小企业工艺创新能力测度指标体系的建立原则，进而建立了制造业中小企业工艺创新能力测度指标体系。其次，本文又对以往的一些对非确定对象的评价方法进行了研究对比，发现其存在的问题，提出了本文对制造业中小企业工艺创新进行评价所运用的方法——灰色关联结合模糊层次分析。其中灰色关联可完成对信息不完全系统的评估，模糊层次分析可确定具有模糊性指标的权重问题，并以一个小例子对本文使用的方法进行了成功的试算。再其次，本文以制造业中小企业中的20典型企业为样本，运用本文使用的方法，对其工艺创新能力进行了测度与评价，得出正确结论。最后，对制造业中小企业工艺创新存在的问题给予了相应的对策与建议。本文得出的结论及提出的对策与建议可以为政府及相关部门在制定有关工艺创新政策法规等举措时提供参考，也可以为制造业中小企业工艺创新的顺利开展起到积极的促进作用。更多还原

【Abstract】 On the basis of chances and challenges after our country’s joining WTO，Drocess innovation becomes the necessary method of survival in the ruthlesscOmDetition of medium and small enterprises．The paper lies m processinnovation measuring and appraise specially in manufacturing industry，whichis tO cut dOwn the cost and improve the efficiency．Firstly，the paper exPla’nsthe related concepts of process innovation in medium and small enterprises，lnthe meanwhile，it analyzes the current situation．Hereafter it analYzes the related factOrs affecting process innovation．According to the establishment principle of the index system in science，it also establishes the principle of theindex svstem of process innovation ability’s measuring in medium and small enterprises and then establishes the index system．Secondly the paper，atter studying and contrasting the former measuring and appraise methods to settlefuzzy problem，finds out the problemsrelational analysis combined with fuzzy and brings out the method-greyA．H．P．Grey relational analysis cancomplete the appraise of the information in uncompleted system.Fuzzy A．H．Pcan decide the index power in fuzzy index system，which is SuccessfullYcalculated by using a small example．Thirdly the paper，with the method andtwenty typical examples of medium and small enterprises，draws a correctcOnclusiOn Of process innovation measuring and appraise in medium and smallenterpri ses．Finally the paper gives corresponding antidotes and sugge。t’on t0 problems inside process innovation，which can be reference in government and related section’s making policies and rules，and will have an active effect onthe propitiOus development of process innovation in medium and small enterprises．更多还原
