公路收费政策研究

【摘要】 本文运用政策科学的有关理论，从政策特点、政策功能和政策过程研究出发，从政策发展的角度提出了我国公路收费政策的四个发展阶段思想，分析了公路收费政策对于我国公路建设和公路交通运输业的作用和影响，提出改善收费政策的途径；针对我国经济社会发展实践，结合区域经济发展理论，研究公路收费政策对于区域经济社会发展的影响，提出收费政策与区域经济社会协调发展的思路。最后，提出了现阶段收费政策完善和发展的若干建议与措施。更多还原

【Abstract】 With theories of policy science used, this paper studies the features, functions and process of policy, and brings forward four phases idea of the road toll policy of our country from the angle of policy developing. According to the analysis of the action and influence which the road toll policy has on the highway building and road transport industry, it puts forward paths to optimize the toll policy. Considering the practice of the development of Chinese economic and society, based on the theory of region developing, this paper studies the influence which the toll policy brings to the region developing of our country, and puts up ideas to adjust the toll policy and region developing. Finally, it brings forward some proposes and measures to promote the road toll policy during the present phase.更多还原
