【摘要】 本文运用理论联系实际的方法，对经济适用房建设进行了系统的分析和研究。通过分析我国居民的收入结构和支出结构，理解我国居民购房消费行为的特征及影响因素。我国居民的总体收入水平较低，且不均衡，国民收入差距较大，占人口绝大多数的普通职工住房购买力明显不足。支出结构的特点是恩格尔系数偏高，各种消费支出谨慎，平均住房支出占的比重偏低。影响居民购房消费的主要因素是居民收入。决定居民的实际购买力主要有两部分：现有储蓄和对未来收入的预期。我国现阶段生产力发展水平较低，居民实际收入不高，通过对影响我国住宅产业发展的主要因素分析，着重阐述了发展经济适用房的必要性及重要意义。建立以经济适用房为主体的住房供应新体系，是我国政府为确保居住公平，促进社会稳定的重要举措。居住公平从根本上而言，是一种以“人人享有适当住房”为核心的消费公平，是政府社会保障职能的一部分。在收入分布呈“金字塔”型的前提下，为中低收入家庭提供住房消费的补贴，尤显得必要。最后，在分析经济适用房建设中存在的问题的基础上，提出了转变观念、合理规划中长期开发规模、理顺价格、制定个人收入的认定和管理办法等，以促进经济适用房健康发展。总之，在住房供应体系的建设发展过程中，要正确处理速度与质量、规模与效益、价格与收入等关系，不断总结经验，兼顾公平与效率，切实解决中低收入家庭住房难的问题。更多还原

【Abstract】 This paper gives a systematical study about the economical and appropriate houses. With low level of productive forces, low and unbalanced incomes Building up a new housing supply system which focuses on economical housing will be an important method to keep inhabitation fairness and social stability. In generally say , inhabitation fairness means consumption fairness characterized by "houses for all", and plays an important role in government’s plans to keep society stable. However, under the unbalanced pyramid income status, it’s of caicial importance to provide middle and low income families with housing subsidy Through analysis of domestic income and consumption structure, this paper does some research on people’s behavior of housing consumption and affecting factors: the income of our country is still below international standard. It is hard fcr a number of low and middle income families to buy houses. The consumption structure is characterized by high Engle coefficient moderate consumption. Income is the main consumption capacity is determined by: deposit and prediction for the future. Finally, this paper give some constructive advices to promote healthy development of domestic housing supply system, In summary during the process of development of housing supply system , we should deal with the relationship between speed and quality , scale and profit, price and income carefully, learn form experience usually.
