【摘要】 回顾改革开放二十年来，我国建设项目的管理水平不断提高，建设规模和速度也在不断增长。但是，建设项目的经济效益和社会效益却不容乐观，城市中的“难尾楼”现象就是其有力的佐证。近年来，随着国家扩大内需政策的启动，全国固定资产投资增幅明显提高。在此背景下，无形加大了固定资产投资管理的难度。为此，加强项目管理，提高项目管理水平，及时总结经验教训，切实保证投资效果，就成为当前的首要任务。解决这些问题的有效措施是加快我国投资体制改革的步伐，认真总结我国经济建设中的经验教训，逐步将项目后评价纳入建设项目管理的程序，从法律上确立项目后评价在项目管理中的合法地位。建设项目后评价是在项目投资完成以后，对项目目的、执行过程、效益、作用和影响所进行全面系统地分析，总结正反两方面的经验教训，使项目的决策者、管理者和建设者学习到更加科学合理的方法和策略，提高决策、管理和建设水平。本文系统地介绍了我国当前建设项目后评价的现状、问题和发展的必要性，详细研究了我国建设项目后评价所包括的内容及其研究方法；本文在研究后评价方法方面，重点是借鉴其他学科知识，引入了综合评价方法和成功度评价方法，并介绍了在建设项目后评价中的应用；最后，结合当前实际和作者工作实践，提出了我国建设项目后评价的发展方向和对策。更多还原

【Abstract】 Looking back twenty years of reformation opening, the level of construction management makes incessant progress, and construction size and speed also makes incessant increase. Although, its economic benefit and social benefit are not optimistic, the phenomenon of bad building is power proof. With the startup of enlarging requirement in our country, the investment amplitude of permanent assets made visible increase. Under this underground, the difficulty managed permanent assets is intangibly enlarged. So, we must strengthen project management so as to improve the level of management, and timely sum up experience and lesson so as to guarantee investment profit. This is my chief task. It is effective approach for these problems to quicken the step of reforming investment system and bring post evaluation into project procedure so as to establish its legitimacy status. Construction project post evaluation is to analyze the whole project including analyzing project aim, enforcing procedure, project profit, project function, project influence, and sum up positive and negative experience and lesson, so that it can make decision-maker, administrant, erector improve the level of decision-making, management and construction. The paper introduces its status quo, questions， developing necessity and development countermeasure currently. The paper particularly researches the content and study method that post evaluation includes. The paper mainly analyzes the integration evaluation method and the success degree method that come from other knowledge and their application. Finally, the author presents its development direction and countermeasure according to the academic and practical study.更多还原
