【摘要】 俄罗斯联邦是一个既古老又年轻的国家，现在的俄罗斯正处在从社会主义计划经济向现代市场经济过渡时期，整个社会制度发生了根本性的改变。中俄两国有着太多的共同东西值得进行系统的总结、分析和研究。自1991年俄罗斯联邦独立后颁布的俄罗斯联邦土地法典至今已有10余年，在此期间进行了四次大修订，完善了土地利用和保护制度，整部法律生态化特证更为突出。本文的中心议题是通过对中俄两国土地资源法律制度的比较，借鉴俄罗斯联邦土地资源立法的长处来完善我国的土地资源立法。文章选取了四个方面，即立法目的；土地所有权制度；土地保护制度和土地管理制度来比较分析中俄两国土地法，提出从以下四个方面来完善我国的土地资源立法，即土地立法应当与时俱进；重新确立土地资源立法思路；完善我国土地登记制度；建设有中国特色的国有土地有偿使用制度。更多还原

【Abstract】 Referring to the advantage of land resource legislation in Russian federation, the main purpose of this dissertation is to perfect Chinese land resource legislation through the comparison between Chinese and Russian land resource legal system. Selecting four parts, history development and legislation purpose, land ownership system, land protection and management system, this paper compared and analysed Chinese and Russian land laws. And the study also put forward four means to consummate land resource legislation of our country, that is, land legislation should develop with time; establish the land resource legislative thinking way renewedly; perfect our land register system, and finally construct the state - owned land using system which has the Chinese characteristic distinctly.更多还原
