【摘要】 一直以来，我国中小企业在国民经济发展中有着及其重要的战略性作用，是经济发展中的一支重要的活跃力量。然而由于多方面的原因，我国中小企业生产组织仍处在相对低下的水平。与发达国家中小企业发展相比，其经济潜力还未充分发挥出来。当前，面对启动新一轮经济增长和保证经济的可持续发展的压力，积极促进我国中小企业技术创新成为我们国家经济发展的一个必然选择。这不仅有利于提高中小企业自身素质，而且也有利于在此基础上合理产业组织结构和实现我国经济发展向集约型增长方式转变。 文章除引言外共分为四个部分 第一部分先是给出中小企业的概念界定，并介绍技术创新相关理论研究的成果，以此设定论文研究的目标和范畴。随后通过对中外中小企业技术创新特征的分析，表明和肯定中小企业在技术创新中的贡献和地位。 第二部分主要是通过说明由于受经济增长方式转变，产业结构升级和中小企业素质提高的压力，提出我国中小企业进行技术创新的必要性，论证了技术创新是我国中小企业在新时期条件下继续发展的根本选择。 第三部分以信息经济之前和之后为两个时期，从中小企业生产组织角度分析了中小企业的技术创新机制，并实证分析宁波服装产业集群的技术创新状况。 第四部分首先分析了制度安排影响技术创新的基本功能，及中小企业进行技术创新的制度条件。随后在此基础之上分析了我国中小企业技术创新的制度障碍，并探讨了为促进我国中小企业技术创新，如何来构建相应制度框架。更多还原

【Abstract】 All along, the medium and small enterprises in our country have strategically important action in national economy, being an important and active force in the development of our country. However being due to a variety of reasons, the medium and small enterprises have being beard low level in production organization, never exerting all their powers to the development of our country, compared to those in developed countries. Currently, it is a necessarily choice to accelerate the technology innovation of medium and small enterprises for the development of our country, in the face of the pressure coming from a new round of development and ensuring sustainable development of our country, which not only be in favor of developing the ability of medium and small enterprises, but also be in favor of rationalizing industrial system structure and assisting the economy development mode to transit to intensive development mode.The document all has four sections except the foreword:Section one defines the conception of medium and small enterprise firstly, and introduces the concerning theories and compos ions, restricting the area of the research of the document. Subsequently the document affirms the special contribution and status of medium and small enterprises in technology innovation, through analyzing the character of medium and small enterprises in technology innovation.Section two brings forward the necessity that medium and small enterprises in our country should carry through technology innovation, and proves that technology innovation is a ultimately choice to continually development in a new period for medium and small enterprises, in the face of the pressure coming from the transition of economy development mode, upgrade of industrial structure and development of medium and small enterprises’ ability.Section three divides the time into two parts by the appearance of information economy, and then analyzes technology innovation mechanism of medium and small enterprises from production organization. Lastly the document analyzes the status of technology innovation of corporation aggregation in Ningbo costume industrial cluster.Section four analyzes fundamental functions of institution, and conditions of technology innovation of medium and small enterprises firstly, on which ground later the document analyzes the drawback in technology innovation of medium and small enterprises, and discusses how to design the institutional frame, in order to accelerate technology innovation of medium and small enterprises in our country.更多还原
