【摘要】 民主集中制是马克思主义的一个基本原则，也是我们党和国家的根本组织原则、组织制度和领导制度。80余年来中国共产党在运用和发展民主集中制的历程中，积累了丰富的经验。考察中国共产党运用和发展民主集中制的历史进程，总结其基本经验，对于从理论上完整准确地理解民主集中制，实践中正确地坚持和运用民主集中制都具有重要意义。 中国共产党运用和发展民主集中制的历史进程大致可分为五个时期：1921年到1949年，奠定基础时期；1949年到1956年，健康发展时期；1957年到1966年，曲折发展时期；1966年到1976年，全面失误时期；1978年改革开放以来的恢复与发展时期。 中国共产党运用和发展民主集中制的历史进程表明，党要正确地运用民主集中制，必须坚持在各个不同时期带有共性的基本经验。这些基本经验包括：发展党内民主是坚持民主集中制的前提和基础；制度建设是坚持民主集中制的基本保证；正确处理好民主与集中的辩证关系是坚持民主集中制的内在要求；维护中央权威是坚持民主集中制的基本要求。更多还原

【Abstract】 Democratic Centralism (DC) is one of fundamental principles of Marxism, and also Chinese Communist Party (CCP) and our nation’s understructure constitute -principle, organization sytem and leadship institution. Since its establishment, CCP has accumulated abundant experience at the aspect of implement and development the DC. To research the history of CCP’s implement and development the DC and summarize its foundamental experience has important significance as to comprehend properly the DC in theory and applicate correctly and insist it in practiseThe article divides the history of CCP’s implement and development the DC into five sections, that is: firstly, from the year 1921 to 1949, in the period of time, the DC germinate, secondly, from the year 1949-1956, in which the DC develep healthly. thridly, from the year 1957 to 1966, which is a complicated development period of the DC. fourthly, from the year 1966 to 1976, this is a overall stumble period, lastly, from the year 1978 to now, this is .a retrieval and development period.The basic experience that CCP applicate and develop the DC involves: Developing the Party’s inner democracy is a premise to insist the DC. The systemic constuction of DC is its essential guarantee.
