云南电力市场电价形成机制研究

【摘要】 本论文以云南电力市场电价形成机制为研究对象，以相关的法律法规和国务院、国家计委以及原国电公司的有关文件精神为依据，以对国内外电价形成机制研究的详细考察和全面分析借鉴为基础，以三段式电价为研究主线，以两部制电价制度为研究重点，紧密结合云南电力实际，建立了一套具有前瞻性和可操作性的、完整的、动态的、灵活的、适合云南电力实际的电价形成机制。 本论文首先总结了国内外电力市场电价形成机制的研究现状及通用理论和方法，然后在分析云南电力实际的基础上，探讨有云南电力特色的上网电价、输配电价和销售电价形成机制。本文提出在云南电力市场运行初期发电侧应引入两部制电价制度，并结合云南电力实际，对两部制电价制度中容量成本的构成、容量电价的确定、竞争力度的调整等一些问题做了较为周详的研究。建立了基于云南电力实际的两部制定价修正模型，提出了一种改进的上网电量竞价结算办法。本文以综合成本法作为厂网分开后输配电价制定方法，并提出应根据不同的交易类型分别适用邮票法、路径法、兆瓦—公里法等不同的输配电费用结算方案。对于销售电价，本文认为市场建立初期，现行的以两部制为主、一部制为辅的销售电价制度应基本保持稳定，但应引入丰枯季节电价制度和峰谷分时电价制度。 本文的研究以云南电力市场建立初期电价机制为重点，兼顾市场中远期阶段，建立了云南电力市场运行初期以两部制电价制度为基础的发电侧上网电价形成机制，以综合成本法为主要定价方法的输配电定价机制以及以两部制为主、一部制为辅并全面整合丰枯季节电价和峰谷分时电价的销售电价定价机制。并针对市场各阶段面临的电价风险建立了相应的风险防范机制和价格调节机制，丰富和完善了电价形成机制的研究内容。更多还原

【Abstract】 This thesis focuses on the mechanism of electricity tariff of Yunnan electricity market, taking the related laws, statutes and certain important documents of State Department and other branches as the principles. Along the way of the trisection electricity tariff, based on the situation of Yunnan power industry, the thesis forms a premonitory, practicable, general, dynamic, and flexible mechanism of electricity tariff that will fit the Yunnan power industry perfectly.Firstly, the thesis analyses the domestic and overseas tariff actuality and some general theories and methods. Then the thesis begins to study the Pool Purchase Price(PPP), the transmission and distribution price, the retail power price of Yunnan electricity market. The thesis figures that the two-part pricing system should be introduced to the generation side on the initial stages of Yunnan electricity market. The basic model of two-part pricing system is improved in this paper in several facts such as the components of capacity cost, capacity pricing, competition adjustment. Transmission and distribution pricing is the second part of the trisection price. The thesis takes the fiscal cost method as the feasible method to price. On the initial stages of market, the retail power price should be hold out in an invariable level, besides being embedded in the peak valley price and the seasonal price.Although the thesis takes emphases on the initial pricing mechanism, it also involves the metaphase and the far future of the electricity tariff of Yunnan electricity market. Aimed to eliminate the price risk resulted from the reform of power industry, the thesis also constructs a mechanism of risk-resisting and price regulatory, which makes the power-pricing mechanism more abundant and more comprehensive.更多还原
