经济转型与延边人力资源研究

【摘要】 本文从当前社会经济形态的变化特点入手,首先界定了知识经济的范畴及发展条件,论述了知识经济推动社会转型的机理,进而提出人力资源的概念框架,论证了人力资源与经济结构升级、人力资源对知识经济社会的推动作用等前提条件。在此平台上,以延边劳动力供求和人才构成为线条,分别描述了二者在转型时期的布局特点及相关问题,并最终着眼于经济转型社会的要求,对新时期延边人力资源开发与配置,提出了十六条建议。
【Abstract】 This text commenced with the current social and economic metamorphous characteristics, defined the knowledge-based economy’s category and development terms first, discussed the mechanism of knowledge-based economy which pushes the social transformation. Then it constructed the concept of the human resource, argued some prerequisites. One is the function of human resource which upgrades the economic construction and promotes knowledge-based economic society. Based on the prior condition, with the clue of demand and supply of Yanbian labor force and construction of talented person, described respectively about characteristics as well as related problems in the transformation period. Lastly it paid close attention to the economic request of society transformation and put forward 16 suggestions for the development of yanbian human resource in a new period.
