从浦东新区行政审批制度改革看我国入世后政府职能转变

【摘要】 经过近二十年的谈判与多方磋商，中国终于跨入了世贸组织的大门。入世的成功将对促进我国的改革开放、完善市场经济体制、推动经济社会发展产生深远的影响。它标志着中国的经济体制改革进入了由改革促进开放到由开放促进改革的新的历史发展阶段。WTO作为促进世界自由贸易的组织，其规则对各国政府的权利提出了一定的限制，对各国政府适应WTO 运行的能力提出了挑战，对政府加速改革、加速职能的转变、加速培养政府适应和驾驭市场经济的能力提出了非常具体和紧迫的要求。本文将试图通过实证的方法，运用政治学相关理论知识，以浦东新区行政审批制度改革的评述和分析为切入点，以点带面，探讨入世后我国政府职能转变这一课题，对政府转变的发展方向、途径和方法给予一些分析。更多还原

【Abstract】 Discuss And Analyze Government Function Transition Through Administration Examine And Approve System Reform Of Pudong New Area After Our Country Entering WTO Through the negotiation of nearly 20 years and consultation in many ways, China strides into the gate of World Trade Organization at last. Success of entering the WTO will be exert a far- reaching influence to promote the reform and opening up of our country to the outside world, perfect the market economic system, and drive socio-economic development . It marks that the economic system reform of China enters and promotes new history developing stage which from reform by open to open by reform. As a important organization that promoting the free trade of the world, its regular restriction that the rights of the governments of various countries have been put forward certainly. It is also a challenge to the governments of various countries whether have the ability to adapt WTO’s function or not. Moreover, it have put forward the very concrete and urgent request to accelerate the reform to the government, accelerate the transition of the function, accelerate training the ability of the government to meet and control market economy. This text will attempt to use the method of the real example and the relevant theory knowledge of political science. As a cutting point through commenting and analysing administration examine and approve system reform of Pudong New Area ,fan out from point to area, to discuss this subject about our government function transition after entering the WTO,and offer some analysis to developing direction, way and method of the government function transition.更多还原
