矿业区域经济可持续发展研究——以陕西省黄陵县为例

【摘要】 矿业区域指的是在矿产资源开发基础上发展起来的以矿产资源勘测开发为主的地区,其主导产业是矿产资源的采掘与矿业加工业,区域经济的发展主要依赖矿产资源的开采与加工。目前国内外对于矿业及其相关领域的研究大多停留在定性的描述阶段,而采用定量模型分析较少。本论文在简要回顾国内外相关领域研究进展的基础上,依据产业和产品的生命周期理论、出口导向理论和经济可持续发展理论,对黄陵县域经济可持续发展系统进行定性分析,并运用系统动力学方法对其进行规划与模拟调控,探讨了县域经济可持续发展的最优模式,指出实现县域经济可持续发展的关键是适时进行产业结构调整,由单一的结构向多元化、多层次转变,通过发展煤炭产业和具有区域优势的农业、旅游等非煤产业实现优势再造和优势替代。 全文分为七个部分:第一部分:提出研究的背景、意义与目的;第二部分:简要回顾了国内外相关领域的研究进展与趋势,指出当前研究主要集中在矿业城市与矿业经济的定性描述,缺少定量分析和应用模型;第三部分:依据两组指标界定矿业区域,探讨矿业区域经济可持续发展的理论基础;第四部分:对黄陵县域经济可持续发展现状进行系统分析,重点探讨了矿产资源开发与经济发展的耦合关系及其矿业经济衰退的原因;第五部分:在借鉴国内外矿业城市(地区)产业转型与经济新生经验的基础上,探讨了黄陵县域经济可持续发展的基本思路,并运用系统动力学方法对黄陵县域经济发展进行规划与模拟,通过三种方案的对比分析,提出县域经济可持续发展模式;第六部分:黄陵县域经济可持续发展的政策建议与措施;第七部分:主要结论及进一步研究的问题。
【Abstract】 The mining industrial region refers to the region that has developed basing on exploiting mineral resources and mainly depends on surveying and exploiting mineral resources, the dominant industry of which is to excavate mineral resources and to process mines. The economic development of the region mainly depends on mining and processing mineral resources. At present, most of the researches about mineral industry and its relative fields in and out of China just stay at the qualitative description period, only a few use quantitative models to analyze. On the basis of brief reviewing the progress of the researches about the relative fields at home and abroad, the system of economic sustainable development of Huangling county was qualitatively analyzed in the thesis according to the life-cycle theory of products and industries, the theory of export guiding and the theory of economic sustainable development. And the method of systematic dynamics was applied in programming and mockingly regulating the economic sustainable development of Huangling, the best model for the economic sustainable development of county regions was discussed. And pointed out that the key to realizing the economic sustainable development of county regions was to suitably adjust the industrial structure, to transform the single structure into the multiple-levels and diversified structure and then to realize the recreation and substitution of advantages by developing coal industry and some non-coal industries such as agriculture and tourism that possess the regional advantages.The whole thesis was made up of seven parts. The first part provided the background, significance and aims of this research; The second part briefly reviewed the progress and the trend of the researches about the relative fields at home and abroad, then concluded that the present researches were mainly focusing on mineral cities and the qualitative description of mineral economics, which lack in quantitativeanalysis and utilized models; The third part defined mineral region according to two indexes, and discussed the theoretical basis of the economic sustainable development of mineral region; The fourth part systematically analyzed the current situation of the economic sustainable development of Huangling county, emphatically discussed the coincidental relationship between mineral exploitation and economic development as well as the reasons for the recession of mineral economic; The fifth part,,drawing on the experience of transforming industry and renewing economic in mineral cities ( region ) at home and abroad, put forth the foundation train of thought of the economic sustainable development Huangling county, and programs and smocks the economic development of Huangling county using the method of systematic dynamics, presented the model of the economic sustainable development of counties by comparative analysis of three plans; The sixth part provided some policed suggestion and measure for the economic sustainable development of Huangling county. The seventh part presents the main conclusion and the problems that need further study.
