【摘要】 一个国家综合国力和国际竞争力的强弱，关键取决于科学技术水平和技术创新能力。作为国家创新系统的重要组成部分，科技中介服务以专业知识、专门技能为基础，通过加工、整理、传播知识和信息，与各类创新主体和要素市场建立起紧密联系，连结了企业、科研机构、大学、政府和市场，为创新活动提供了重要的支撑性服务，加速了科技成果产业化进程，它是当今世界上科技与经济相结合中发展最快、最活跃的领域之一。 作为解决买方和卖方信息不对称问题的关键、降低市场交易费用的媒介，科技中介服务促进了社会和经济信息建设，推动了科技资源的充分利用，对解决我国科技与经济两张皮的问题，促进产业结构优化升级，提高中小企业的技术创新能力，乃至对国民经济的健康快速发展都将发挥越来越重要的作用，科技中介已经成为经济制度建设的重要内容。由于历史原因，当前对科技中介服务的重要作用还缺乏认识。转变观念，加强研究已成为当务之急。 笔者从促进技术创新的角度，对科技中介的概念进行了独到的界定，对科技中介服务的类型进行了初步的划分，介绍了国内外科技中介服务兴起与发展的状况。进而在交易成本理论、国家创新系统理论与中小企业技术创新理论的基础上，分析了我国科技中介服务与中小企业技术创新的关系。借鉴美国、日本、德国科技中介服务机构的设立与发展的经验，分析了我国科技中介服务体系在促进中小企业技术创新方面的不足，在此基础上，提出了建构我国科技中介服务体系的对策与建议。更多还原

【Abstract】 A country’s comprehensive strength and international competitiveness are decided not only by the level of science and technology but also by the capability of technological innovation. As a key part of National Innovation System (NIS), the intermediate service of science and technology (ISS&T) is based on professional knowledge and specialized technique. By processing, sifting and spreading knowledge and information, the ISS&T established close relationship with the innovational subjects and elemental markets so that enterprises, institution of science and technology, universities, government and elemental markets are linked together. The ISS&T provides supporting service for the innovation which accelerate the process of putting scientific and technological achievements into industrial production. It is one of the most developed and active fields in combing science and technology and economy in nowadays.The ISS&T, which is regard as the key to the solution to the information dissymmetry between sellers and the buyers, and the medium for lowering the transaction cost, promote the full use of scientifical and technological resources. And it will play an important role in solving the problem that economy is divorced from S&T, optimizing the industrial structure, promoting the capability of small and medium sized enterprises technological innovation as well as developing the national economy soundly and quickly. The ISS&T has already become the important contents of building up economic system. Due to the history factor, the important of ISS&T isn’t fully realized, hence, the top priority task is to change the idea and strengthen the research.From the angle of promoting the technological innovation, the author defines scientific and technological intermediary, divide the types of the ISS&T and introduces the rise and development of the ISS&T at home and abroad. And then, based on the theories of transaction cost, National Innovation System and the technological innovation of small and medium sized enterprises, the author analyze the relationship between the ISS&T and the technological innovation of small medium sized enterprises. According to the establishment and development of ISS&T organizations in America, Japan and Germany, the defects are pointed out in promoting technological innovation.
