陕西省旅游业国际竞争力测评与提升战略研究

【摘要】 本文运用竞争力理论、产业经济学、区域经济学,以及旅游学等领域的相关理论和方法,严格界定了国际竞争力、产业竞争力、旅游区域和区域旅游产业竞争力等基本概念。按照一定原则构建了一套评价区域旅游竞争力的指标体系,并运用专家调查法、雷达图法、竞争力模拟法等对陕西旅游竞争力进行了多层面的评价,从各个层面把陕西与国内其他地区进行对比分析,通过分析,明确了陕西省旅游业发展所存在的问题,最后提出了陕西省旅游竞争力的提升对策。 全文共包括五个部分。 第一部分:阐述了旅游业国际竞争力研究的缘起、现状及意义,指出了本文的研究重点。即以陕西省为主要对象,研究区域旅游产业发展的竞争战略,试图完善现有旅游产业竞争力中的一些理论问题,着重解决竞争力一般理论与旅游产业特征相结合的问题;努力建立一套区域旅游产业竞争力分析的实用方法体系,从而使旅游产业区域竞争力理论具有更强的实践功能。 第二部分:定义了国际竞争力、产业竞争力、旅游区域和区域旅游产业竞争力几个基本概念,并在借鉴波特“钻石”模型的基础上,提出了本文的“区域旅游竞争力”模型。该模型将构成旅游产业区域竞争力的因素分为三个层次,即环境竞争力、基础竞争力和核心竞争力。 第三部分:在总结前人评价理论和方法的基础上,从环境竞争力、基础竞争力和核心竞争力三个方面构建了一套区域旅游竞争力评价指标体系,并选取专家调查法、雷达图法、竞争力模拟法等作为评价区域旅游竞争力的主要方法。 第四部分:在分析陕西省旅游业发展现状和旅游竞争力影响要素的基础上,从环境竞争力、基础竞争力和核心竞争力三个层面把陕西与国内其他省市区进行对比评价,分析了陕西旅游竞争力的优势与劣势。 最后,提出了陕西省旅游竞争力的提升对策,即必须从基础竞争力、核心竞争力以及改善旅游业竞争环境等各方面采取措施,进一步提高陕西旅游业的各项竞争力:(1)依托优势资源,坚持市场为导向,强化精品建设;(2)加强基础设施建设,优化产业结构,营造良好的旅游环境;(3)加强市场开发力度,积极开展宣传促销活动;(4)发挥政府主导作用,为旅游发展提供良好的政策支持;(5)实施旅游科技教育创新,加强旅游人力资源开发。 第五部分:对全文做以总结。 本文的创新之处:(1)从理论角度看,将竞争理论引入旅游研究体系,探索旅游业国际竞争力测评的理论框架与测评方法,扩大了旅游经济的视野,丰富了旅游分析的方法和手段,从而更加深入、全面地剖析旅游经济这个复杂系统。*)从实践角度看,率先开展陕西旅游业发展国际竞争力测评与提升战略研究,既是对现阶段陕西旅游业参与国际国内竞争实力的一次系统诊断,又是对新世纪陕西旅游业如何参与国际国内竞争和全面提升其竞争力的一次科学规划,为陕西省及其他相似区域的旅游决策者提供了一个具有可操作性的新思路、新方法。对陕西乃至全国旅游产业的发展均具有一定的现实指导意义。
【Abstract】 By using the theories and methods of competitiveness, economics, regional economics and tourism science, the author defines international competitive capability, industrial competitive capability, tourism zone and competitive capability of regional tourism industry strictly. According to some principles, an index system of competitive power of regional tourism is set up, and the methods including expert investigation, radar map method and competitiveness imitation method are used in the paper to evaluate tourism competitive power of Shaanxi province. The author compares competitive power of Shaanxi tourism with other region in the country from several levels to find the problem of Shaanxi tourism and puts forward the measures to improve competitive power of Shaanxi tourism.Besides preface and conclusions, this thesis consists of five parts.In part one, the origin, actuality and significance of the research on international competitive power of tourism industry are stated and the research emphases of the paper are indicated. On one hand, the author takes Shaanxi province as the research object, studys the competitive strategy of regional tourism industry, attempts to perfect some theories hi the existing competitive power of tourism industry, and trys to combine the general theory of competitiveness with characteristics of tourism industry. On the other hand, the author does her best to set up a practical system of analyzing competitive power of regional tourism industry, so that the theories on the competitive capability of regional tourism industry could be more applied.In part two, the basic concepts of international competitive capability, industrial competitive capability, tourism zone and competitive capability of regional tourism industry are defined. Based on using "diamond" model of E.point, the author sets up a "competitive power of regional tourism" model. In the model, the competitiveness components which constitute competitive power of regional tourism industry can be classified into three groups, the environmental competitiveness components, the basic competitiveness components and core competitiveness components.In part three, on the basis of concluding evaluation theories and methods offorefathers, the author sets up an index system of competitive power of regional tourism. The methods including expert investigation, radar map method and competitiveness imitation method are selected as key methods to evaluate competitive power of regional tourism.In part four, based on the analysis of current situations of Shaanxi tourism and the influential factors of competitive power of tourism, the author compares Shaanxi tourism with other region in the country from the three levels detailed in the model in part two, analyses the advantages and disadvantages of competitive power of Shaanxi tourism.In the last, the measures to improve competitive power of Shaanxi tourism are put forward. That is to say, effective measures must be taken in the basic competitiveness components, core competitiveness components and the improvement of tourism industry competitive environment to boost competitive power of Shaanxi tourism. First, we should rely on the preponderant resource, insist on the market-oriented direction and strengthen the top-quality construction. Second, we should strengthen the infrastructure construction, optimally allocate the industrial structure and construct good tourism environment. Third, we should strengthen marketing development and carry out the propaganda and promotion actively. Fourth, we should give full play to the function of government leading, provide good policy support for the tourism development.
