【摘要】 交通运输是国民经济发展的重要基础产业，作为公路、铁路、航空、水运、管道五大运输方式之一的公路交通运输在现代交通综合运输体系中又稳居基础地位。世界上经济发达的国家和地区，在其经济发展的早期，都有过公路交通运输优先发展的时期。从我国的实际情况看，一方面是经济发展对公路交通运输业提出越来越高的要求，促使公路交通运输有一个比较大的先行发展，才能满足我国经济腾飞的需要；另一方面，我国的环境资源条件又对公路交通运输的发展形成了相当强劲的多方面限制。走可持续发展之路，是我国公路交通运输发展的必然选择。 本文在深入探讨公路交通运输系统构成及特性的基础上，分析了公路交通运输系统可持续发展的基本关系，对公路交通运输系统可持续发展理论进行了探讨。 在对影响公路交通运输系统可持续发展的各类因素进行全面分析的基础上，确定了公路交通运输系统可持续发展的各种内生变量和外生变量，建立了对公路交通运输系统可持续发展的多目标优化模型。通过对我国二十世纪九十年代以来公路交通运输的发展现实进行实证分析，验证了模型的可行性。在模型运算中，发现投资效果系数逐渐减小，并认为这是我国公路交通运输投资结构逐步优化的结果，表征着我国公路交通运输已走向可持续发展之路的动向。 在国内外可持续发展评价研究的基础上，建立了公路交通运输系统可持续发展评价指标体系。考虑公路交通运输系统可持续发展的内生变量和外生变量极多，许多指标数据无法取得，尝试建立了一种由主观指标进行评价的多层次灰色评价法。通过对我国二十世纪九十年代公路交通运输系统的综合评价，认为从总体上讲；我国公路交通运输系统可持续发展能力一般偏低。 最后，在通过量化方法分析和评价的基础上，指出了我国公路交通运输系统可持续发展存在的问题，并从战略的角度提出了建议。更多还原

【Abstract】 High-way transportation is the base of economicdevelopment. The development of developed country and region experience an period of High-way transportation prior to other industries during the early developing times .With respect to our country’s condition ,on one hand, economic development impress higher demand on high-way transportation which makes high-way transportation a speedy and prior development to content the need of quick development of economics of our country , on the other hand ,the condition of resource confine the development of High-way transportations .It is the ultimate choice of High-way transportation by way of sustainable development.On the basis of further research on the high-way transportation, the essay analyzes the relation between high-way transportation system and sustainable development, researches theoretically the sustainable development of high-way transportation system.Upon the basis of internal and foreign researches, the index system were created, in view of so much internal and external variables in High-way transportation sustainable development system, that it can’t be gotten, the essay created a multi-level gray -evaluation method of objective index evaluation. It is assumed that, generally speaking, the sustainable development ability of high-way transportation is low through syntheticappraisal on High-way transportation.On the basis of quantative analyzing and evaluation ,the problem in the sustainable system was pointed, the strategic suggestion was put forth.更多还原
