【摘要】 产业结构优化和经济竞争力提高的关系，是世界性、前沿性的理论与实践课题，也是我国工业化过程中的热点课题。经济的增长发展到一定阶段，必然伴随着产业结构的调整和优化，这不仅是发展经济学理论的正确阐释，更被美国、德国、日本等发达国家以及亚洲“四小龙”经济起飞阶段产业结构变动的历史进程所证实。 我国作为一个后起的发展中国家，产业结构的发展变化同世界产业结构的演变规律基本一致，处于工业化进程中的中期阶段。但有其特殊性，存在许多问题。因此，“十五”计划提出要把以产业结构调整为主要内容的经济结构的战略性调整和优化作为我国近期工作的主线，无疑具有十分重要的理论意义和现实针对性、指导性。黑龙江省作为我国的重工业、老工业基地和全国重要的商品粮基地，为祖国的经济建设和工业化进程做出不可磨灭的重要贡献，但历史毕竟已成过去，经验与启示牵引着我们走向更加美好的明天。经济要发展，必须面向世界，面向未来。所幸，我们遇到发达国家信息化浪潮和高新技术产业快速扩张的时机，如何抓住世界产业结构转移的契机和经济一体化浪潮带来的机遇，促进我省产业结构的调整与优化，促进经济竞争力的提高，既是当务之急又是长远之计。 本文将以国内外有关产业结构研究的理论为基础，结合我省产业结构的现状与条件、存在的问题及形成的原因，立足现实优势，论证我省产业结构优化，提高经济竞争力的途径和办法在于将其现存优势及潜在优势转化为竞争优势，形成具有较强竞争力的优势产业群为目标，依靠科技创新和体制创新，按照“巩固提高第一产业，优化升级第二产业，加快发展第三产业”的方针，提出建立五大优势产业群的结构优化策略及相关的政策措施，为实现我省“二次创业，富民强省”的伟大战略目标献计献策。更多还原

【Abstract】 The relationship between optimizing the industrial structure and enhancing the competitive power of economy is a prospective problem both in theory and in practice in the world. It is also a hot topic in the process of our country’s industrialization. The development of economy is bound to follow the adjustment and optimization of the industrial structure, which is not only an accurate explanation of the theory of developing economics, but also has been confirmed by the adjustment of industrial structure of the developed countries such as America, Germany, Japan, and Asia’s Singapore, Hongkong, Taiwan and Korea in the course of economic takeoff phase.As a developing country, our industrial structure’s shifts are in line with the world’s. We are in the middle stage of industrial modernization. We have our own specific characteristics and lots of problems. The Tenth Five Year’s Plan puts forward that we should take the strategic adjustment and optimization of the economic structure with the main content of industrial adjustment as the key point in the near future. No doubt, it is meaningful in theory and has focalization and guidance in practice. As an old heavy industry base and a very important commodity grain base of our country, Heilongjiang province has contributed a great deal to the economic reconstruction and the process of our country’s industrialization . The experience and enlightenment will lead us to the more prosperous future. In order to develop economy, we must face the world and the future. Fortunately, we have a good chance of the developed country’s information explosion and the new high technology’s expansion. It is not only the most pressing matter of the moment, but also along-range plan to catch the turning point of the world industrial structure shift and the opportunity brought by the tendency of the global economic integration to improve the adjustment and optimization of our province’s industrial structure, and enhance the economic power.On the basis of some theories of the industrial structure in China and abroad, according to the current situation and conditions, the problems and their reasons, and based on the practical advantages, this paper proves the method of optimizing the industrial structure and enhancing the economic competitive power of Heilongjiang province. That is turning the current advantages and potential advantages into the competitive advantages and establishing the advanced industrial group with competitive power. Depending on the new ideas of science, technology and system, according to the policy of "consolidating and improving the first industry, optimizing and escalating the secondary industry and developing the third industry", this paper puts forward the strategy of establishing five advanced industries and the relative policies and methods, and suggests ways and means to accomplish our province’s great strategic goal of " pioneering again to make people richer and the province more prosperous and powerful".更多还原
