【摘要】 新世纪我国的城镇化将进入快速发展时期，为真正实现我国城镇化的有序发展，在西部地区构建合理完善的城镇体系，以达到社会、经济、环境效益最佳的区域社会、经济发展总目标，已是当务之急。 天水是我国西部欠发达地区，经济发展落后，城镇结构不合理，与我国城镇体系规划总目标相去甚远。因此，构建合理的城镇体系是当前首要任务之一。本文在对天水城镇体系范围确定的基础上，以多种区域及城市发展理论为指导，首先对天水城镇体系的历史形成过程、区域基础和经济发展现状进行了全面总结；其次，系统分析了天水城镇体系的等级规模结构，职能结构和空间结构，得出天水城镇体系目前存在的问题是：结构不合理，城镇规模小，数量少，从而为天水城镇体系的构建提供依据；再次，根据前文分析结果，提出了天水城镇体系发展的对策：强化中心城市天水市的功能，合理发展县级小城市，如秦安县、甘谷县、武山县等；大力提高重点乡镇的建设水平，积极发展一般乡镇，并促使各级城镇协调发展；最后本文提出了为落实天水城镇体系发展的保障措施。更多还原

【Abstract】 Urbanization in china has come into a new stage of fast development in the new century . In order to push Chinese urbanization forward smoothly, rapidly and orderly, the most urgent task at present is to establish a reasonable and perfect urban and towns system in the west region, so as to obtain the total goal of the regional, social and economic development with optimal social, economic, environmental benefits.Tianshui city is an underdeveloped district in the west of china, the level of economy development is backward and the urban and towns system is rather unreasonable, which is too far from the general goal of our country’s urban system planning. Therefore, one of the foremost tasks nowadays is to set up a reasonable urban system. On the basis of having defined the boundary of urban and town system in Tianshui city, on the guide of the theory of region and urban development, firstly the paper makes an overall summary on the historical forming process, regional basis and current situation of economic development of urban and towns system of Tianshui city. Secondly, Through systematic analysis of the grade-scale structure, functional structure and spatial structure of the urban and towns in Tianshui city, the conclusion is drawn in the paper that the problems of urban and towns system is as follows: unreasonable structure, smaller scale and relatively less in number of urban and towns. Then it offers the convincing proof of establishing a new urban and towns system. Thirdly, based on the analysis above, the paper puts forward the corresponding countermeasures to enhance the development of the urban and towns system, including strengthening the function of Tianshui city as a central city, reasonably developing small cities such as Qin’an county, Gangu county and Wushan county, enhancing the constructed level of critical villages and towns, developing ordinary villages and towns and harmony their development in the whole. Finally the paper brings forward the assuring measures to put the urban and towns system into effect.更多还原
