【摘要】 最近几十年，科学技术进步日益成为世界各国综合国力竞争的主要内容。而科学技术的竞争，最终是人才素质的竞争。正因为如此，世界各国都非常重视科技工作者素质的提高，以此来强占科学技术竞争的制高点。然而近年来，科学技术领域内各种不正之风盛行，科学道德失范现象日益严重，已造成科技工作者素质的缺损，浪费了社会大量的研究资源，阻碍了科技的发展。面对上述现状，如何采取措施遏制科学技术活动中存在的道德失范行为，加强科学道德建设，已成为一个不容回避的问题。本文认为，在采取措施之前，应对引发这些道德失范行为的原因进行系统的探讨，并对症下药，采取有力措施重塑科学道德。 本文在第一章中对科学道德失范这一概念进行了分析；对道德失范现象进行了归类，指出科学道德失范的表现形式主要分为五个方面：伪造或篡改原始实验数据和研究成果、抄袭和剽窃他人的研究成果、对成果进行夸张评价和宣传、同行评议中某些评议人弄虚作假、成果运用中的失范行为。本文对这五个方面逐一进行了详细论述。同时对失范行为产生的严重后果也进行了阐述，以期能给科学道德失范问题一个整体概括。 在此基础上，本文认为要彻底清除科学活动中的失范行为，首先必须明了引发这些道德失范行为的深层原因。本人认为，科学道德失范行为产生不是单一因素引起的，而是科技工作者所处的社会环境、职业环境、个体自身道德水平和其心理承受能力等因素相互作用的结果。因而作者通过研究提出道德约束力的削弱、科学精神的匮乏、功利主义的泛滥、科技管理体制的不完善以及科技法规不健全是引发科学道德失范的主要原因，本文对这些问题进行了深入探讨，并在此基础上建议从内外机制入手，大力弘扬科学精神、积极倡导科学道德、建立健全科学法规、完善科技管理体制，提高科技工作队伍的整体素质，为科学技术的发展创造一个良好的环境。更多还原

【Abstract】 In the past years, the development of science and technology has become the main content in the competition of all countries’ comprehensively national power. But at the end, the competition of science and technology is the competition of scientific and technical workers’ diathesis. Each country lay stress on the improvement of scientist’s diathesis in order to win first place. However, in recent years, the unhealthy tendencies wide spread, the misconduct phenomena of science morality became seriously in the field of science and technology. Which had caused the lack of scientist’s accomplishment, hindered the development of science and technology. Faced with these things, it’s an inevitable problem that how to adopt same useful measures to contain the misconduct of science and technology. This article think, before we adopt a series of measures, we must look into the causes which make the misconduct, which can help us suit the remedy to the case. This article’s aims are the ones that take beneficial measures to rebuild the science morality.On the base of analyzing the conception - misconduct of science morality. The article sorts out the phenomena of misconduct, and sets forth the bad influence which produced by the misconduct, so as to make a throughout comprehension about the problem of the misconduct of science morality.The paper think, want to close clear the misconduct which lies in the activities of science and technology, the first thing which we must do is to make out the causes that make the misconduct. This article inquires into the reasons from these facts, such as the moral restrain; the scientific spirit; the utilitarianism; scientific law and systems of the administration of the science and research. At last, the paper puts forward that we can from the two sides to strengthen the build of science morality, enhance the whole diathesis ofscientific and technical workers, create a good circumstances for the development of science and technology.更多还原
