【摘要】 我国民办高等教育的产生和发展是改革开放的产物，市场经济为其发展壮大提供了巨大的发展空间。民办高等教育的兴起和发展，对于调动社会各方面的办学积极性，缓解教育经费不足，增加教育供给方式的多样化和选择性，满足人民受教育的需要，扩大高等教育规模，培养急需人才，无疑具有巨大而深远的意义。 随着加入WTO，我国所作出的教育服务承诺将使我国民办高等教育面临新的机遇和挑战。只有全面科学地分析机遇与挑战，趋利避害，化挑战为动力，才能在国际化的竞争中取得主动权。 本论文从分析我国民办高等教育的现状、定位、特点和发展模式出发，通过比较分析国外私立高等教育的起源、立法、发展模式、运行机制和发展现状，以及对我国民办高等教育的启示；并结合WTO规则和我国教育服务承诺，研究出一系列的战略对策。这些战略对策包括：风险战略(分析我国民办高等教育的风险特点和风险应对方法)、市场战略(抢占教育市场，开发教育资源)和竞争战略(通过质量创新、人力资源创新、办学水平评价创新、收费创新以及制度创新等一系列的创新措施，提升我国民办高等教育的市场竞争力)三大战略对策。本论文的重点和创新点是关于战略对策的研究。为了更科学合理地分析战略对策，运用了很多先进的数学理论工具和数学模型，如灰色马尔可夫预测模型、策略分析法、层次分析法、理想点法。 民办高等教育在WTO背景下的发展战略是一项复杂的系统工程，本论文提出的战略对策只是初步的，对其战略对策的研究仍然需要继续深入地研究。更多还原

【Abstract】 As a result of reform and open, the emergence and development of higher education run by the local people in China obtain huge development sky. Emergence and development of higher education run by the local people has great significance. It brings every positive factor of into play, alleviates the shortage of education funds, satisfies the education need of the people, expands the higher education scales, and cultivates urgently-needed qualified personnel .With acceding to WTO, the promise of education service made by our country’s government, would bring a series of new opportunities and challenges .Analyzing from private higher education’s status quo, position, characteristics and development model, to origin, legislation, development model, operational mechanism, status quo and inspiration of higher education of foreign countries, the thesis reaches a series of conclusions of strategy countermeasure, by combining WTO rules and promise of education service made by China government. The strategy countermeasures consist of risk strategy, market strategy and competition strategy. Risk strategy analyses characteristics and countermeasure of risk of private higher education of our country. Market strategy analyses how to seize education market and to explore education resources. Competition strategy analyses a series of innovation measures, which consists of quality innovation, human resources innovation, innovation of running level appraisal of private institution, innovation of raising funds, and system innovation .Emphasis of the thesis is the research of strategy countermeasures. For the sake of analyzing strategy countermeasures scientifically and rationally, the thesis make use of advanced mathematics model, such as Grey M-prediction model, SAVE method, AHP method, and so on .It is a complicated system project that we research private higher education’s development strategy under the background of WTO.
