【摘要】 旅游业促进旅游地快速发展的同时也给旅游地带来了诸多问题，尤其是在欠发达地区。欠发达地区的旅游发展需要社区参与，但在现实中却面临较多的阻碍。目前的理论研究较多仅停留于学术上的探讨，而真正具有实践操作价值的不多。基于协同和民主的理念，本文从理论和操作两个层面系统地论述了欠发达地区的社区参与战略。本文的研究方法主要是结合经济学、社会学、社会心理学的有关理论与旅游学理论进行研究，在具体分析时采用归纳演绎的方法。 全文包括引言、正文和结论。其中正文共分七个部分。 第一部分简要回顾了国内外关于社区参与旅游发展理论的研究，并对研究现状做了扼要分析，提出了进一步研究的方向。 第二部分对相关概念进行了界定，包括欠发达地区、旅游社区、社区参与、社区参与旅游发展，为后面的研究奠定基础。 第三部分分析欠发达地区实施社区参与旅游发展战略的必要性和可行性，必要性分析是从社区、旅游业、游客角度切入。可行性分析从传统文化、人员素质、利益相关性以及面临的机遇这几个方面展开。 第四部分分析欠发达地区实施社区参与旅游发展战略的障碍，主要包括经济发展水平低、社区参与意识薄弱、缺乏社区参与的知识支撑、缺乏相应的旅游管理体制支撑、相关制度不完善。 第五部分提出欠发达地区社区参与旅游发展的六大原则，包括自主原则、赋权原则、增加居民各种机会的原则、注重过程，以人为本的原则、注意性别敏感性的原则、动态的原则。 第六部分研究欠发达地区社区参与旅游发展的机制。先进行社区参与机制的理论分析，提出社区参与机制的总体框架，分析社区参与机制内部的兼容性。接着进行社区参与机制的角色分析，分析各个主体在社区参与中的地位、职能和关系。最后，具体论述欠发达地区社区参与旅游发展的操作程序，包括决策和利益分配两个阶段。 第七部分提出欠发达地区社区参与旅游发展的保障，主要包括观念保障、利益保障、知识保障、体制保障、制度保障、政策保障。 本文的创新主要体现在以下五个方面：(1)针对欠发达地区对社区参与战略进行较好的必要性和可行性论证；(2)针对欠发达地区从各个层面提出社区参与存在的障碍；(3)提出社区参与的六大原则；(4)从理论和操作层面对社区参与机制进行了系统分析，并对社区参与机制内部兼容性进行论证，将社区参与战略纳入到“政府主导”和“市场基础”体制中；(5)提出社区参与的保障措施。更多还原

【Abstract】 The paper discusses the stratagem of community participation in tourism development in underdeveloped areas from the aspects of theory and operation. In part one the author inspects the historical and present study on the same theme, and points out the direction of the further study. In part two some relative concepts are defined, such as underdeveloped areas, community participation and so on. In part three the author analyses the necessity and feasibility of the stratagem of community participation in tourism development in underdeveloped areas. In part four the author points out the obstacles in implementing the stratagem of community participation in tourism development in underdeveloped areas. In part five the author puts forward six principles in implementing the stratagem of community participation in tourism development in underdeveloped areas. In part six the author studies the mechanism of the stratagem of community participation in tourism development in underdeveloped areas. Firstly, the author constructs the whole frame of the mechanism of community participation in tourism development theoretically, and analyses the compatibility among the factors in the mechanism. Secondly, the author analyses the parts in the mechanism. Thirdly, the author discusses community participation in tourism development in underdeveloped areas in detail, from two viewpoint: in the decision-making process and in the benefits of tourism development. In part seven the author brings forward several ways to guarantee the stratagem of community participation in tourism development in underdeveloped areas. There are some original ideas in the paper: 1) reasoning the necessity and feasibility of the stratagem of community participation in tourism development in underdeveloped areas; 2) summarizing the obstacles of the stratagem of community participation in tourism development in underdeveloped areas; 3) putting forward six principles of the stratagem; 4) constructing the whole frame of the mechanism of community participation in tourism development theoretically, analyzing the compatibility among the factors in the mechanism, and bringing the stratagem of community participation in tourism development into the government-oriented system and the market-based system; 5) bringing forward several ways to guarantee the stratagem.更多还原
