【摘要】 蓬勃兴起的小城镇正成为中国农村经济快速增长的新特征，作为中国农民的伟大创举，开辟了中国农村城市化的新篇章。近年来，随着对小城镇问题的研究和认识的不断深入，国家陆续出台了一系列有利于小城镇发展的政策措施。党的十六大指出“城乡统筹解决‘三农’问题，要提高我国城镇化水平，发展小城镇是推进城镇化的重要途径。”2003年3月1日开始实行的《农业法》中第十章指出“根据当地的经济发展水平、区位优势和资源条件，按照合理布局、科学规划、节约用地的原则，有重点地推进农村小城镇建设”。“十五”计划纲要也明确提出要“有重点地发展小城镇”。但是河北省小城镇发展的步伐明显落后于全国平均水平，更落后于沿海发达省份。 本文首先介绍了小城镇问题的研究背景、研究目的以及研究现状，其次分析了小城镇发展的内涵和理论依据，并通过对现阶段小城镇发展作用的剖析，提出小城镇发展有利于提高农民收入、有利于促进农村剩余劳动力转移、有利于乡镇企业的发展等；第三，根据河北省小城镇发展现状的分析，指出河北省小城镇发展中存在的问题，并对河北省小城镇的发展水平进行了评定，认为河北省小城镇发展处于起步阶段；第四，系统分析了河北省小城镇建设中存在的基础设施投资、政府职能改革、财政管理体制以及建设规划等方面的制约因素；最后，提出河北省小城镇发展的区域战略以及促进河北省小城镇发展的政府职能、户籍和人口、产业结构调整和产业布局、土地利用、资金、规划和环境保护等相关对策。更多还原

【Abstract】 The flourishing small cities and towns are becoming the new characteristic that China’s rural area economy is increasing at full speed , as the great invention of the Chinese peasant, have opened up the new page of China’s urbanization of villages. In recent years, the study on small cities and towns question deepen constantly, the country has issued a series of policies and measures which are favorable to small cities and towns development successively. The 16th of party points out" in urban and rural areas pools solve ’ three agricultural’ problem, want and raise cities and towns standard, and it is a important way to advance the cities and towns standard to develop small cities and towns. At local economic development level, position advantage and resources," in chapter ten points out" agricultural law" that will be implement on March 1 2003", at rational overall arrangements, science plan, economize on the principles of ground, have focal point advance small cities and towns of countryside construction". The outline of the Tenth Five-Year Plan proposes" developing the small cities and towns having focal points" clearly too. But the paces of development of small cities and towns of Hebei province are lagged behind in the average national level obviously, and lagged behind it in the coastal developed province even more.This text has introduced the research background, the research purpose and research current situation of the small cities and towns question at first, Secondly analyzed the intension of small cities and towns development and theoretical foundation, and through the small cities and towns develop analysis of function to the present stage, propose small cities and towns help and raise peasant income, help and promote surplus rural labor force shift, favorable to the developments of township enterprise etc. by development; The third, develop analysis of the current situation according to the small cities and towns of Hebei province, point out the question existing in the development of small cities and towns of Hebei province, and the development level to the small citiesand towns of Hebei province has been evaluated , think that the development of small cities and towns of Hebei province is in stage of starting; The fourth, the restriction factor in infrastructure investment, function reforming, financial management system and construction plan of government etc. existing in the construction of the small cities and towns of Hebei province of network analysis ; At last, it propose Hebei province small cities and towns the areas of developments strategic and government function not bring about an advance in small cities and towns of Hebei province, Household register, people, industrial structure adjustment and relevant countermeasures, such as overall arrangement, land utilizing, fund, planning and environmental protection of the industry etc.更多还原
