【摘要】 农业在一国经济发展过程中占据着基础地位，发挥着多功能作用，这就决定了政府对农业发展必须给予支持和保护，其中财政应作为重要的手段。我国是一个发展中的农业大国，正经历着工业化进程的中期阶段，随着市场化、专业化和社会化进程的加快，农业与国民经济的联系越来越紧密，更需要加强对农业支持与保护的对策研究。本文采用理论研究与实证分析相结合的方法，以农业的基础地位和弱质性为起点，阐述了财政支持保护农业的基本理论，提出由于我国农业资源相对匮乏，过去曾为工业提供积累过多，以及入世以后所面临的诸多规则、挑战和当前我国推进全面小康建设的艰巨任务，使得财政支持保护农业成为必然；接着就财政对农业支出的规模、结构和效果，分析我国财政支持保护农业的现状，探寻目前我国城乡差距加大、农民增收缓慢的政策原因，深入研究了财政支农方式上的投资规模小、结构不合理、资金管理混乱、资金预算安排不平衡等问题；着重从财政投入政策、农产品价格和收入政策以及进出口政策三个方面对国外财政支农政策进行了分析和借鉴，突出完善我国财政支持保护农业发展的对策，并结合我国农业发展的实际水平，借鉴国外经验，阐明自己的见解。重点是在支农总量和结构上构建财政支农的新框架，并对财政支农的配套措施加快完善，包括农产品贸易、农业税费改革、农业保险和法律法规等，为我国农业的持续稳定发展创造环境和条件。更多还原

【Abstract】 Agriculture holds the basal status and plays the important role in the development of economic. Finance should be used to sustain and protect the development of agriculture as the major measurement by the government. China is the developing agricultural country and is in the middle stage of industrialization, with the faster process such as market, specialization and socialization, the link between Agriculture and economic to be compacted gradually, so we should strengthen the degree on the sustaining and protection of agriculture. This thesis bring forward the practical method to resolve the variety of problems after the China WTO entry ,such as how to face the challenge of WTO entry , how to satisfy the realistic demand of the construction for the well-off, how to use the positive financial policy and green-box, yellow-box of WTO to sustain the space of protection and how to adjust the policy and mean of financial agriculture-sustaining. The goal of the thesis is to reduce the gap between the urban and the county increase the income of peasant and drive the development of agriculture continuously. The first part of the thesis set forth the essential theory of agriculture protection based on the essential status and weakness of the agriculture. Point out that it’s necessary to use the finance to sustain the agriculture for many reason such as the shortage of agricultural resource, the redundancy of the supply to the industy, the challenge and the rule after the WTO entry and the task of well-off construction. The second part of the thesis analyze the actuality of the agriculture sustain and protection from the three aspect-the scale, the construction and the effect of expend for the agriculture sustain and protection, search the policy reason such as the increasing gap between the urban and the country and the slow speed of peasant’s income, investigate the series of problem such as the small investmentscale, irrationality for the construction, the disorder for the fund management and the imbalance assignment for the budget. The three part of the thesis analyze the foreign policy for the agriculture sustaining and protection from the aspect such as the agricultural investment, the farm product price and the policy for the import-export. The last part is the core of all the thesis, bring forward the countermeasure for consummate the policy of agriculture sustaining and protection, set forth my opinion based on analyzing the many problem of the policy for the agriculture sustaining and protection. Constructing the new frame of the agriculture sustaining and protection based on the sum quantity and construction of the agriculture sustaining, consummating the fitted measurement such as farm-trade, innovation of agricultural tax, insurance of agriculture and the law, providing the environment and the condition for the fast and steady development of agriculture.更多还原
