【摘要】 “上海合作组织”、“亚信”会议的召开表明，和平与发展是中国与中亚国家共同的战略目标。在世界经济全球化浪潮中，开展中国与中亚的地缘经济合作有其独特的经济和政治意义。 中国国内生产和市场进一步拓展的限制性因素在增多。西部大开发战略是开发西部潜在市场和拓展我国西缘国际空间的重要举措，新亚欧大陆桥的开通又使我国西北地区成为向西开放的前沿阵地。西北周边中亚五国处在经济转型时期，有参与国际经济合作、充分融入东亚经济的强烈愿望与基础。合作、发展、稳定相辅相成，加强我国西北地区与中亚的合作同我国新时期“努力维护中国自身和周边国家的和平与稳定”的外交战略目标是一致的。 本文系统地评析了西北地区与中亚开展地缘经济合作的条件、特征和潜力。根据中亚国家和西北地区的比较优势和我国西向战略的目标，本文提出了在继续加强边贸合作的基础上，与中亚进行能源和交通运输方面的合作是双方目前及今后合作的重点；根据合作方式从边贸到建立国际经济技术合作区的由低向高的推进、合作范围由小到大的扩展，本文构想了西北地区与中亚五国今后开展经济合作的空间发展模式，即依托边境地区和新亚欧大陆桥两条轴线进行“点轴”开发、建立跨国的三角经济增长区，在经济区内区外充分协调的基础上实行区域联合开发，将合作的范围扩展至整个欧亚大陆。这是本文在前人基础上的创新。 文本主要由四部分构成： 第一部分：西北地区与中亚五国进行地缘经济合作的必要性分析。分析了双方进行合作的时代背景、理论依据以及对我国的战略意义。 第二部分：西北地区与中亚五国地缘经济合作的条件分析。分别就地缘经济合作所应具有的地邻、人和、经济的差异性和互补性等条件进行分析、阐述。 第三部分：中亚五国与西北地区进行经济技术合作的现状评析。通过大量的数据统计分析得出了西北与中亚地缘经济合作的水平和地缘特征，并指出存在的问题和进行了原因分析。 第四部分：西北地区与中亚五国进行地缘经济合作的发展构想。更多还原

【Abstract】 "Shang Hai Accord" and "Asia Faith" suggest that peace and development are the tactic targets of China and Central Asia. In the tide of global economy presently, taking geo-economic cooperation of China and Central Asia has special economic and politic meaning.China civil production and market-extending have more and more limited factors. So our China bring forward the tactic of the West-Development in time. This benefits the balance of opening, with the mean that our opening is both to east littoral region and west bordering region, to both developed countries and developing countries. This will extend the markets both in and out of our country. The dredge of the second Euroasia bridge makes north-west China being the frontal in westering opening. Central Asia, the neighbors of north-west China are in the period of economic revolution, so they have intensive desire to take part in international economic cooperation and be in harmony with East-Asia economy. Cooperation, development, and stabilization are supplement each other, thereby to strengthen the cooperation of north-west China and Central Asia is accordant with the diplomatic strategy of "try to maintain the peace and stabilization of China and bordering countries".This article makes a systems analysis on geo-economic cooperative conditions of north-west China and Central Asia. Then comments the actual characters and potential of cooperation. The author suggests that on the basis of trade-on-border, cooperations in the fields of energy and transportation should be strenghened. Accordingly, the author boldly fabricates the space models of cooperation between north-west China and Central Asia. The article consists of four parts:Part one, analyzing the necessity of geo-economic cooperation between north-west China and Central Asia, including the age-background, theoretic gists and strategic importance.Part two, analyzing the geo-economic cooperative conditions of north-west China and Central Asia, including the conditions of adjacent advandage, the human advandage, the otherness and filling each other advandage.Part three, actual-character-analysis of geo-economic cooperation between north-west China and Central Asia. By analyzing many data, author educes the level and geographic characters, besides, points out the matters and the causes.Part four, the developing composition, especially on the fields and space of geo-economic cooperative conditions of north-west China and Central’ Asia.
