【摘要】 在经济全球化和区域经济一体化背景下，国际投资已经成为世界各国或地区经济发展的重要因素之一，也是世界各国广泛关注的重大理论和实践课题之一。在中国加入WTO、西部大开发、重庆直辖和三峡工程建设的大好机遇之下，重庆作为中国西部地区的桥头堡和长江上游经济中心，如何改善外商投资环境、如何吸弓I和管理外资、如何利用外资促进区域经济发展已经成为重庆市迫切需要研究的重大课题。 全文以国际投资相关理论为基础，总结并初步提出了发展中国家落后地区吸引外商投资理论的基本框架，采用多种方法对重庆市外商投资发展特征、影响和环境进行分析与探讨，在此基础上，提出了重庆市外商投资创新的发展对策。本文根据“理论——实践——对策”的研究思路，从以下七个方面对此展开分析与探讨： 第一部分，从落后地区吸引和管理外商投资的角度分析、借鉴了国际贸易学、国际投资学、区域经济学和经济地理学等学科的基本思想，初步提出了适合重庆市市情的发展中国家落后地区吸引外商投资理论的基本框架。 第二部分，通过比较分析方法对重庆市外商投资的发展概况和历史地位进行客观评价，分析了重庆外商投资的结构特征。 第三部分，根据相关经济统计数据，对外商投资对重庆经济的影响进行了评估，分析了原因。 第四章部分通过调查和访谈的方法，从微观、中观和宏观三个不同的研究尺度对重庆外商投资进行了案例分析，为如何吸引和管理外商投资提供了具有实际意义的典型案例。 本文的第五部分首先评价重庆市吸引外商投资的优势，然后在对重庆市外商投资环境进行了公司调查和专家调查，在对调查结果进行分析的基础上，建立了重庆市外商投资环境评价指标体系，并运用统计模型、SPSS和Mapinfo软件进行了相关分析和显示。最后，提出并初步设计了重庆市外商投资环境信息系统。 第六部分在前五部分的分析之上，从创新的角度提出了重庆市吸引和管理外资的发展对策，包括观念创新、环境创新、模式创新、市场创新和结构创新。 最后一部分对全文的主要研究结论进行概括性的陈述，并对重庆市外商投资研究做了进一步的展望。 与前人研究相比，本文在以下几个方面有新颖之处：O）本文理论上提出落后地区吸引外商投资理论的基本框架、强调落后地区吸引外资的关键在于构建与其他国家或地区的互补优势；（2）本文比较系统、全面、深入地对重庆市外商投资进行了研究，拓展了重庆市外商投资的研究范围，特别是在投资环境研究领域达到了一定的深度；u）在重庆市外商投资发展对策方面，本文提出应用地理信息系统技术建立重庆市外商投资环境信息系统的初步设想，提出了基于创新的发展对策，指出了落后地区吸引外资的空间发展模式，包括增长极引资模式、点轴引资模式和联合引资模式：N）在方法上，应用了案例分析法、专家调查法、公司访谈法、SPSS统计分析法和M＠infO空间分析法。更多还原

【Abstract】 Under the background of economic globalization and regional economic integration, international investment has already become one of the increasing important factors which promote the development of countries or regions , and it is also one of important theories and practical problems which catch the extensive concern of international community. Under the historical opportunities of joining WTO of China, exploitation of West, direct jurisdiction of Chongqing and constuction of Three Gorges Engineering , as the bridgehead of West-China and economic center of Y upper stream of angtze River, it has already become an important problem to study urgently for Chongqing that how to improve the environment of foreign investment, how to attract and manage the foreign investment and how to make use of the foreign investment to promote the development of regional economy.The paper regards related theories of international investment as the foundation, preliminarily brings up the basic frame of theory on how to attract foreign investment in the backward regions of developing country, and adopts various methods to analyze and discuss the characteristics and affects of the development of foreign investment in Chongqing. Under this foundation, the paper brings forward the countermeasures on how to develop the foreign investment inChongqing. According to the research way of thinking-* theory- practice-countermeasure", this paper launches the analysis and discussion from following seven parts.Part one, from the point of view of backward regions, appraises the related theories such as the international trade learning, international investment learning, region economics and economic geography, and referring the basicthought of above theories, preliminarily brings up the basic frame of theory on how to attract foreign investment of the backward regions in developing country, which suits to the condition in Chongqing.Part two analyzes general situation of development and history position of foreign investment in Chongqing by comparing method.Part three evaluates the influences of foreign investment to Chongqing economy according to the related statistic data, and respectively analyzes the reason.Part four, by the way of questionare investgation and interview, analyzes the cases of foreign investment in Chongqing, and offers typical cases which have the referring meaning from three different research dimension of microscopic, middlscopic and macroscopic.In part five, first, appraises the advantages of the enviroment of foreign investment in Chongqing. Secondly, on the basement of analyzing the result of companies and experts investigation, establishs the index system to evaluate the environment of foreign investment in Chongqing, and uses the statistic model, SPSS and Mapinfo softwares to process the related analysis and display. Finally, brings forward and primarily designs the environment information system of foreign investment in Chongqing.Part six puts forward the concrete development countermasures to attract and manage foreign investment in Chongqing from the innovative angle, including idea innovation, environment innovation, mode innovation, market innovation and construction innovation.The last part generally represents the main research conclusions of the paper, and takes a prospect to the research on the foreign investment in Chongqing furtherly.Comparing to the research of other people in the past there are a few novelty in this paper in following aspects, firstly, This paper brings forward the basic frame of theory on how to attract foreign investment of backward regions in developing country, and emphasizes that the key to attract foreign investmentis to construct the advantages makeuping with other countries or regions. Secondly, this paper processes further systemic, comprehensive, and in-depth study on foreign investment in Chongqing, expands the range of the study, especially reaches a futher depth in the research on the foreign investment environment.
