【摘要】 土地整理潜力评价是制定土地整理专项规划的根本依据，同时也是划分土地整理区、确定土地整理项目和安排土地整理指标的依据。土地整理潜力评价意义重大。作为土地整理重要形式的耕地整理，其潜力评价更是十分必要。但目前我国耕地整理潜力评价理论、方法研究还相对滞后。针对这种实际情况，本研究在分析耕地整理潜力评价相关理论基础上，结合重庆市丰都县土地整理实践，开展耕地整理潜力评价标准及评价方法研究，综合评价耕地整理潜力。全文共分七个部分： 第一部分 绪论。介绍了论文选题的背景、前人研究综述、研究目的意义、研究特色及主要创新点，并简要介绍了研究区概况。 第二部分 耕地整理潜力评价若干理论问题。阐述了耕地整理概念及理论基础、耕地整理潜力内涵及潜力结构、耕地整理潜力评价技术方法，最后提出耕地整理潜力评价思路、技术路线和关键技术问题。 第三部分，耕地整理潜力评价单元划分。在分析土地潜力评价单元划分一般模式基础上，结合耕地整理潜力评价目标，运用二次坐标合成定位技术进行耕地整理潜力评价单元的划分。 第四部分，耕地整理潜力单项评价。从耕地利用率提高潜力、耕地生产力提高潜力、生态环境改善潜力和生产成本节约潜力四个方面对耕地整理潜力进行单项评价。 第五部分，耕地整理潜力综合评价。探讨了运用多因素综合评价方法进行耕地整理潜力综合评价的基本思路和技术路线，并对评价指标体系构建、评价指标量化、因素权重选择、评价综合分值计算、潜力综合定级等作了深入研究。 第六部分，耕地整理潜力评价结果应用。运用耕地整理潜力综合评价成果进行了耕地整理潜力分区、整理时序安排。 第七部分，结束语。总结本研究成果，并对需要进一步探讨问题提出展望。更多还原

【Abstract】 Potential evaluation of Land arrangements is the basis of making the land arrangement special plan, meanwhile, land arrangements sub area, ascertaining land arrangement item and setting land arrangements indices are mainly depended on land arrangement potentiality, so it is necessary to do this research .as the most important pattern of land arrangements, potential evaluation of cultivated land arrange is more essential. However, as far as theoretical and empirical researches in china’s mainland, few discuss on the connotation and evaluation of cultivated land arrangement potentiality. Facing present condition, in order to analyze potentiality of cultivated land, some research is compiled in this paper. Firstly, analyzing relevant basic theories, based on the review of background, end and theoretical evidence of land arrangement, researching the standard and method of cultivated land arrangements, furthermore, estimating cultivated land arrangement potentiality in our county. This paper consists of six parts following.Part one, introduction, recommend the background, research necessity, thoughtfiilness and technical route, character and innovation, at the same time, general regional situation is introduced.Part two, theoretical issues of potential evaluation of cultivated land arrange, this part discuss the concept and theoretical basis of cultivated land arrangement, the definition of potentiality and originality of potentiality, the recent relevant concept and technical method, at last, this part put forward evaluation thought route, technical way and key issue on potential evaluation of cultivated land arrange.Part three, confirming basic unit on potential evaluation of cultivated land arrange, based on the evaluation unit and the end of potential evaluation of cultivated land arrange, selecting evaluation unit on the basis of land classification.Part four, single evaluation of cultivated land arrange potentiality, cultivated land arrange potentiality can be appraised from the following four parts, potentiality improvement of land utility efficiency, increasing potentiality of land productivity, potentiality of ecological environment enhanced and potentiality of product and investment saved.Part five, the competitive evaluation of cultivated land arrangement potentiality,discuss the thoughtfulness and technological route of the competitive evaluation of cultivated land arrangement potentiality, moreover, make a deeper research on constructing the evaluation index system, quantifying evaluation index, calculating competitive value and the result of evaluation.Part six, the application of the evaluation of cultivated land arrangement potentiality, touches on potentiality division of cultivated land arrangement, defines the order and important item of the cultivated land arrangement, brings forward the measures for strengthening cultivated land arrangement.Pair seven, tag, summarize this study and give prospect those more need to study.更多还原
