【摘要】 十一届三中全会以来，中国社会逐渐分化出政治、经济和社会三大领域。与此相适应，活跃于这三大领域中的社会组织也分化为政府组织、营利组织和非营利组织，并分别构成政府部门、营利部门和非营利部门。20多年的改革确定了经济领域和政治领域中的发展方向，但在社会领域中，虽然非营利组织获得了空前的发展，改革的方向和蓝图仍然相当模糊。实践证明，如果没有社会领域的深刻变革，经济领域中的市场化改革和政治领域中的民主政治建设都将无法获得进一步的发展，也就是说，社会领域中的变革已经成为推进中国整体改革事业的关键因素。非营利组织是社会领域的活动主体，因此，社会领域的状态主要取决于非营利组织的状态。社团是构成我国非营利部门的核心部分，推动社团的发展将有助于推动我国非营利部门的整体创新，进而促进我国整体改革事业的发展。因此，研究我国社团发展的问题具有重要的理论意义和现实意义。 本文以中国政治、经济、社会领域变革为宏观背景，以马克思主义一切从实际出发、实事求是的思想路线和邓小平理论为指导，运用规范分析法、文献分析法、定量分析法、个案分析法等多种方法对转型时期我国社团发展问题进行了综合研究和理论分析。论文的基本框架及主要内容是：第一部分分析了改革之后我国社团发展的新环境。改革开放以来，政治领域、经济领域的一系列变革使得政府放松了对社会领域的控制，并让渡出大量自由活动的空间，这使得社团的生存与发展具备了最基本的条件。第二部分分析了我国社团发展的动力问题。动力问题是社团发展的核心问题。通过对这一问题的分析，本文提出了政府对自身合法性的重建和社团对自身合法性的追求共同促进了我国社团的发展的观点。第三部分指出目前我国社团发展面临的主要问题是法制不完善、政(府)社(团)不分、活动经费不足、专业能力不强等，并从两方面对这些问题的成因进行了深刻分析；第四部分从五个方面提出了解决问题的对策，为我国社团发展指明了方向。这四个部分在逻辑关系上层层递进、相互衔八 硕士学垃论文 ＼N7＆y／ NIAS”fER’S TIESIS接、相互呼应，努力形成科学的理论体系框架。 本文的创新之处有三：一是分析视角的创新。本文从合法性理论的视角分析了转型时期我国社团发展的动力。二是观点的创新。本文就社团发展的动力问题提出了自己的见解，即政府对自身合法性的重建和社团对自身合法性的追求共同促进我了我国社团的发展，这在学术界具有一定的独到性。三是对策的创新。在全面、细致的分析目前我国社团发展存在的问题及成因的基础上，提出较有针对性和可操作性的具体措施以解决这些问题，为我国社团的发展指明了方向。更多还原

【Abstract】 Since 1978, Chinese society had been divided into three domains of politics, economics and society. Accordingly, the social organization, which exits hi these three domains, can be divided into governmental organization, profitable organization and non-profitable organization, which make up of governmental sector, profitable sector and non-profitable sector respectively. Over twenty year’s reform made the developing direction of the domains of economics and politics clear. In the domain of society, although the non-profitable organization has developed rapidly, the reforming direction and blueprint of the domain of society are still vague. The practice of reform proves that if there is no profound reform in the domain of society, the market-oriented reform in the domain of economic and the building of democratic politics hi the domain of politics will not make a further development. That means the reform in the domain of society becomes the key factor to promote the whole reform of China. The non-profitable organization is the main active part in the domain of society. So, the state of the domain of society lies mainly in the state of non-profitable. Association is the core of Chinese non-profitable sector. So, to promote the development of society will help to the whole innovation of Chinese non-profitable sector and then the development of the whole reform hi China. Thus, it has important theoretical and practical significance to research into the development of Chinese association.Under the background of Chinese reform in the domains of politics, economics and society, guiding by Deng Xiao-ping’s Theory, this paper uses such methods as normative analysis, document analyzing, quantitative analysis and case study to make research on the development of Chinese association generally and theoretically. The frame of this paper is as following:The first part analyses the new environment for the development of Chinese association. After the reform, a series of reforms in the domains of politics,economics made the government to relax the control on the domain of society, and released a lot of free space and free resources. Thus the association gained basic condition for its exiting and developing.The second part analyses the developing impetus of Chinese association, which is a core problem for the development of association. By this analysis, this paper puts forward that the rebuilding of legitimacy of government for itself and the pursuing of legitimacy of association for itself promote the development of Chinese association together.The third part puts forward that the main problems facing Chinese association are incomplete legal system, indifference between government ant association, lack of money, feeble professional ability ect, and then analyses the reason of these problems from two sides.The forth part puts forward the countermeasures for these problems, pointing out a clear direction for the development of Chinese association.The innovation of this paper is as following:The first one is the analyzing angle of view. This paper analyses the developing impetus of Chinese association from the angle of legitimacy.The second one is viewpoint. This paper puts forward that the rebuilding of legitimacy of government for itself and the pursuing of legitimacy of association for itself promote the development of Chinese association together.The third one is countermeasure. Basing on the analysis of the problems facing Chinese association and theirs reasons, the paper puts forward five pertinent and feasible countermeasures to solve these problems.更多还原
