【摘要】 随着Internet的迅猛发展，网络深入渗透到人们生活的方方面面，由此而引起的政府信息化建设越来越提上议事日程。政府办公模式和政务行为即将发生根本性的变化。电子政务的全面实施不仅可以促进政府招商引资工作的开展、促进政务机制的改进、加强政务公开和廉政建设，还有利于降低办公费用并提高政务效率，为树立勤政、高效、服务的政府形象而奠定基础。 本论文主要介绍了电子政务的有关概念和理论，并结合一个基于B／S结构的电子政务系统实例，就电子政务系统的用户权限管理、政务公开、电子办公、网络报表和政府人力资源等进行深入的探讨。 随着网络科技和通信技术的不断发展，为电子政务的实施进程提供了良好的硬件基础。政府管理模式的重新设计和政务流程再造使得电子政务发展有了较为广阔的空间。电子政务是政府办公环境的软件模拟，多数事务需要和不同角色用户进行动态交互，对于不同用户的不同操作，模拟软件环境要能够正确模拟事务流程。 Java技术在开发网络应用方面具有强大的功能，是影响Web发展方向的最重要的因素之一。在基于Web的电子政务中，用JSP来模拟政务事务处理，以实现政府数字化是可以做到的。 本论文在电子政务系统理论和开发上进行了一定的探索。利用Java技术，系统能够：对不同用户进行权限管理；进行简单的政务办公模拟；对政府公众信息进行管理；规范各种报表，足不出产实现各类报表的网上传送、分类和统计分析；对公务员进行在线档案管理、绩效考核。系统实现原理简单、操作方便、互动性强，易于使用和管理。 随着政府职能的转变和办公模式的优化，电子政务将得到更加广泛的应用和推广。更多还原

【Abstract】 With the development of Internet,network penetrates people’s life deeply.The adoption and implementation of e-government in public organizations is in the chapter of possibilities.The government’s office-mode and political-method will be made drastic change.The implementation of e-government not only can expedite attract merchant and introduce into capital N enhance government affairs publicity,but also can reduce expenditure of office and improve government’s efficiency.This article mainly introduces conception and theory of e-government and proposes a model of e-government implementation based on the information technology(IT) capacity of public organizations.Integrated an instance of e-government based on Browse/Server construction,the article discusses power-management, government affairs publicity, e-office, network report forms and government human resource thoroughly.The development of network and communication technology establishes hardware elements of e-government.The re-design of government’s management mode and re-shape of government’s affairs flow gives e-government immensity space of development.The e-government is software simulation of government official environment.To all kinds of roles and users,the software environment can simulate affairs flow accurately.The application is really an internet and interactive e-government system.The Java technology is better to develop network application and becomes an emphasis factor of web progress.In the e-government system,the data-government can be achieved through JavaServer pages.The article has explored in theory and development of software to some extent.The system can manage power, simulate some government affairs,etc. The system is simple-implemented,usable-operated and easy to apply and manage.Without question,the utilization of e-government will be broaded throughout all levels of the public sector and the e-government applications will be widely used and created efficiencies for the organization.更多还原
