【摘要】 随着计算机信息技术和互联网技术的发展，社会各行各业的分工、业务流程、管理流程在发生着重大的改变。而如何运用先进的信息技术构建电子政府，实践电子政务，以电子化、信息化手段提高政府的行政职能、行政管理水平和决策准确性，从而更科学、更有效地为社会、企业和公众服务，已成为我国政府越来越紧迫的一项工作。本文以中国出口综合评价体系的建立和研究为基础，首先介绍了与此项目相关的技术背景和实施必要基础；然后介绍了基于CTPI的外贸业务分析决策系统的研制开发，给出基于数据仓库的外贸业务分析决策系统的体系结构，并介绍了系统各部分功能；讨论了在电子政务的建设中如何利用数据仓库来实施决策支持系统，详细介绍了本系统在实施决策支持过程中遇到了问题及所采用的相应的技术手段，研究了数据仓库、联机分析处理在对外贸业务分析决策系统中的应用；最后介绍了Web Service技术背景的各个方面，以及该技术在本系统的数据转移和客户端模块中的应用，并分析了Web Service技术在本系统实现过程的利弊。在结论与展望部分，介绍了在出口综合评价系统实施过程中个人的一些认识和体会：决策支持目前在中国电子政务中应用的较低水平及其原因，论述了如何发展决策支持系统，更好地为中国电子政务服务。更多还原

【Abstract】 Along with the high development of computer information science and network technology, the function of all kinds of social industry and operation flow and management flow have changed.How do we build electronic government and improve the administration function and decision nicety by using the advanced information technology is a urgent work for our government.Based on the building and study of the Chinese trade Performance Index . This paper first introduces some related technology backgrounds and basement of implement. Discusses the establishment of the CTPI(Chinese Trade Performance Index),particularly introduce development of the foreign trade Decision-making Support System based on CTPI,displays the architecture of the system based on data warehousing and illuminates the function of the system. it discuss how do we implement the Decision-making Support System by using Data warehouse in the electronic government and deeply introduces the problem and the related technology when build the Decision-making Support System. This paper also studies the role of Data warehouse and OLAP in the in the decision-making system. Finally it introduces that all aspects of the web service technology backgrounds and displays applications of this technology in the data-transformation and client module .then discusses the advantage and disadvantage of the web service technology in this system.At the the end of this paper,it introduces some personal thinking about building the foreign trade Decision-making Support System based on CTPI that we consider the decision-making support poor level and the reason why do so. then it discuss how to develop the Decision-making Support System for the Chinese electronic government.更多还原
