生态工业规划中工业发展影响因素综合分析

【摘要】 可持续发展是人类社会发展的必由之路,工业化是现代化建设的必然阶段,如何实现工业的可持续发展,成为我国乃至全世界关注的焦点。生态工业以生态学和生态经济学为理论基础,是一种全球新兴的工业可持续发展模式。本项研究在系统总结国外生态工业基础理论与实施方法基础上,对中国21世纪的工业理念——生态工业的发展情况进行分析,并结合深圳市龙岗区生态环境可持续发展规划的实例,对生态工业规划中工业发展影响因素进行综合分析,得出以下结论: (1)生态工业的主要思想是把工业系统视为一类特定的生态系统,即物质、能量和信息流动的特定分配。我国生态工业的各种实践活动已经取得了较好的效果,但生态工业可持续发展模式是对传统工业发展模式的重大突破,不可避免会出现疏漏。我国生态工业发展过程中出现了相关政策不完备、缺少生态工业体系科学构建实践经验和技术支持、选址不科学等不足。 (2)本文建立的生态工业发展影响因素体系形成目标层、准则层和因素层3层的层次结构。目标层为对生态工业发展总影响,准则层包括社会经济发展、工业“三废”排放与污染物总量控制、工业污染治理与废物资源化、工业生态系统、工业企业环境管理、生态建设和资源能源消耗7个方面。 (3)建立了定性与定量相结合,多因素、多层次、综合排序的生态工业发展影响因素权重体系。应用层次分析法确定的各层次因素权重分配比较充分体现了发展生态工业的主旨,并突出了发展生态工业的侧重点,为生态工业实践明确了重点和发展方向。 (4)根据本研究建立的生态工业发展影响因素及权重体系,从深圳市龙岗区16个产业类型24个污染物排放与治理的相关数据中选出两组影响因素数据,对它们分别进行模糊聚类分析,结果表明对重点产业加强治理、统筹规划、提高技术水平是发展生态工业的一个重点。模糊聚类分析结果对龙岗区生态环境可持续发展规划的实施具有实际意义。

【Abstract】 Sustainable development is an inevitable way for human society’s development, and industrialization is a stage we can’t go beyond, then how to realize the sustainable development of industry has become the focus of the whole nation and even the whole world. Eco-industry, based on ecology and eco-economics, is a new mode for industrial sustainable development. Based on the summary of the basic theory and practice of eco-industry home and abroad, this article analyze the development of eco-industry which is the industrial idea in 21st in China. With the planning of the eco-environmental sustainable development for Longgang district of Shenzhen city as the example, a influence factors system about eco-industry development is discussed in the article. The conclusions are as follow:(l)The main idea of eco-industry is to regard industrial system as a specific kind of eco-system, which is the specific distribution of substance, energy and information flowing. Good effect has been attained in the practice of eco-industry. Because it is a great breakthrough of the traditional industrial development, the mode of eco-industrial sustainable development in our country is inevitable imperfect. Some deficiency has appeared during the development of our country’s eco-industry, such as imperfection of relevant policy, shortage of practical experience and technical support during the scientific construction of eco-industrial system.(2) In this paper, three layers of hierarchy -target layer, rule layer and factor layer-were established in the influence factors system of eco-industry development. Target layer is the overall influence to eco-industry. Rule layer is composed of seven parts, that is social economic development, the emission of industrial waste and the control of gross contamination, industrial pollutant control and waste resourcization, eco-industrial system, environmental management in industrial firms, ecological construction, resource and energy consuming.(3) Qualitative and quantitative analysis are associated to establish the weight system that influence eco-industrial development. The weight distribution of every layer, which is determined by Analytic Hierarchy Process (AHP), sufficiently embodies the major idea of eco-industrial development, gives prominence to the emphases of eco-industrial development, and defines the directions and emphases of eco-industrial practice.(4) Based on the system this article has established, we select two groups from twenty-four factors’ data related to contaminant emission and control which for sixteen types of industry in Longgang district, and analyze them by fuzzy cluster analysis. The result shows that more attention to the control, overall planning and enhance technique level for main industry is a key to develop eco-industry. The result is practically significant for the implement of the planning of the eco-environmental sustainable development about Longgang district.
