【摘要】 经济全球化要求政府管理从注重投入的理念转向注重产出的理念。因此，政府成本和绩效问题已日益引起世界各主要国家普遍关注。 本文采用经济分析和行政分析相结合的方法，把政府成本分为有效成本和无效成本，认为政府成本是人类活动中最大的成本，但它并非是无法控制和没有大小差别的。政府绩效主要是指经济、效率和效益，其评价标准是经济性、公平性、稳定性、开放性、公开性、政策回应性。政府成本和绩效的关系是：有效成本创建政府绩效，无效成本就毫无政府绩效可言，适度成本创建政府高绩效。 影响政府成本和绩效的两个最主要的决定性因素是政府职能和政府规模。当政府职能错位或政府规模过小、过大时，都会使政府成本增大，绩效降低。只有当政府职能适当，并且政府规模适度时，政府成本才适度，政府绩效才最高。当前，我国政府职能错位、规模过大，造成政府的高成本、低绩效。根据政府成本适度和绩效最高原理，提出当前我国政府职能适当和规模适度的具体政策建议。 文章在已有政府成本和政府绩效的研究成果基础之上，创造性地阐明了政府成本和绩效的辩证逻辑关系，建立了政府成本和绩效的理论模式；并从一个新的视角分析了影响政府成本和绩效的两个最主要的决定性因素—政府职能和政府规模，再联系我国实际，剖析当前我国政府的职能、规模现状及由此造成的成本高、效率低的后果。这对于走出“精简—膨胀—再精简—再膨胀”的机构改革怪圈，彻底转变政府职能，缩减政府规模，降低政府成本，创建高绩效政府，具有一定参考意义。更多还原

【Abstract】 Globlization of economy calls for a turn of government management notion from focusing on investment to attaching more importance to output. So, government cost and achievement has become a matter of ever-increasing concern for major countries in the world.This thesis divides government cost into effective one and ineffective one by using the way of combining economic and administrative analysis, and holds the idea that government cost is the largest in human activities, however, it can be controlled and also can be small and big. Government achievement mainly refer to economy, efficiency and effectiveness, and are measured by economy, just, stability, opening-up, publicity and the feedback to policies. The relationship between government cost and its achievement is as follows: effective cost produces government achievement, ineffective cost brings about no government achievement while suitable and moderate cost produces better government achievement.The major two decisive elements influencing government cost and its achievement are government function and scale .Generally, government cost would increase and its achievement decline when government function is malpositioned or its scale is too big or too small; only the suitable government function and scale can make government cost moderate and can create the greatest achievement. At present, our government function is malpositioned and its scale and cost are too big ,thus bringing about lower effectiveness. Based on the principle that moderate government cost produces better achievement, some concrete suggestions concerning the suitable government function and its moderate scale have been put forward in this thesis.This thesis offers the following new ideas: Firstly, based on the existing research results of government cost and governmentachievement, this thesis expounds the dialectical and logical relationshipbetween government cost and its achievement, and work out the format of theory about government cost and its achievement; Secondly, from a new angle, this thesis also analyses the two major decisive elements-government function and government scale which have a great impact on government cost and government achievement, and examines the wherefores of the high cost and lower achievement of our government. In a word, this thesis maybe very useful for the government escaping from the demons of "simplification-expansion-resimplification-reexpansion" in its institutional reform, for the thorough transform of government function, for the reduce of government scale, for the reduce of government cost, for the better government achievement.更多还原
