【摘要】 工业企业是国民经济的支柱，又是技术创新的主体，其技术创新能力的强弱事关国民经济发展全局。如何客观、科学、有效、定量地评价企业技术创新能力，对于企业在同行业竞争中科学的认识自身的技术创新能力，采取适当的技术创新战略，提高自身的竞争优势，获取最佳的经济效益和社会效益具有特别重要的现实意义。本文主旨是对工业企业技术创新能力进行分析，并在此基础上探讨对其进行综合评价的方法。 文章首先对企业技术创新能力理论进行阐述。界定了企业技术创新能力的定义和构成要素，从环境因素、企业特性、创新动因、创新模式等四个角度对企业技术创新能力的影响因素进行分析，并列举了具体因素。为后文中创新能力评价指标的建立奠定了一定的基础。其次，对企业技术创新能力评价方法进行综述和评析，确定以数学模型综合评价作为本文评价企业技术创新能力的方法，并构建了企业技术创新能力的评价指标体系。再次，文章对模糊综合评价模型法、结合赋权评价模型法、层次分析法及因子分析法等四种主要的综合评价模型方法进行概述和比较，依据建模原则，运用层次分析法和非线性优化理论建立了工业企业技术创新能力综合评价模型。文章的最后，对四川省工业企业技术创新能力进行了一般性的比较研究，并运用数学模型对样本企业进行了测度和评价。 目前，国内外对于技术创新能力的研究仍处于探索阶段，尚未形成系统的理论，其中尤以企业技术创新能力的定量测度与评价研究最为薄弱，直接影响到对技术创新的正确理论分析和实际操作。在汲取学术界相关成果的基础上，本文作出了以下几点创新：从创新动因等四个方面对企业技术创新能力的影响因素进行了剖析、构建了工业企业技术创新能力的评价指标体系、对层次分析法进行了一定的改进并依此建立了综合评价模型、运用模型对样本企业技术创新能力进行测度，并得其综合评价值。更多还原

【Abstract】 Industrial enterprise is not only the pillar of national economy but also the main body of Technology Innovation (TI). Its TI capacity relates directly to the prospect of national economy. It is realistically significant for an enterprise to evaluate its TI capacity objectively, scientifically, efficiently and quantitatively. Only in this way can an enterprise scientifically realize its TI capacity in its competition with its counterpart, employ appropriate innovation strategy, make full use of its advantages and achieve the best economic and social benefits. The present paper makes an analysis of the industrial enterprise’s TI capacity and tries to find a way to synthesize it.In the first part, the author expounds the theories related to the TI, introduces its concept and the composing elements, makes an analysis of the affecting factors, together with those specific factors, of TI from the following angles: environmental element, features of the enterprise, inspiration of the innovation and innovation model-all of which set a base for the drawing up of the evaluation index in the following part of the paper. In the second part, the author synthesizes and analyzes the evaluation methods and chooses the mathematical model as the method employed in the present paper and draws up the evaluation index system. Finally, the author summarizes and makes a comparison of the Fuzzy Synthesizing Evaluation Model method ^ Coalescent Evaluation Model method and the Analytic Hierarchy Process(APH) method. Following the modeling principal, the paper employs the Analytic Hierarchy Process method and the nonlinear optimizing theory to draw up the synthesizing evaluation model of the TI capacity of industrial enterprises. The author makes a general comparative study of the TI capacity of industrial enterprises of Sichuan province. What’s more, the author measures and analyzes the TI capacity of sample enterprises, using the mathematical model.Until now, the study of the TI capacity of enterprises home and abroad still remains at its preliminary stage, especially the quantitative measurement and the evaluation study of the TI capacity, which directly influence the theoretical analysis and the practical usage of technological innovation. Having done a thorough literature review, the author of the present thesis makes such contributions as follows: the author makes an analysis of the affecting factors of the TI capacity from four different angles; the author draws up the evaluation index system of the TI capacity; he improves the Analytic Hierarchy Process method to draw up the synthesizing evaluation model; using the model, he measures the TI capacity of sample enterprises and gets the synthesizing evaluation value.更多还原
