【摘要】 目前，世界各国高校都在关注教学质量保障体系与教学质量评估问题。在我国的高等教育已步入大众化教育的今天，各高校能充分认识到教学质量是学校生存和发展的生命线。国家对各类高校的教学质量进行了不同级别的评估，旨在通过外部评估促进高校内部形成教学质量自我监控、自我调节机制，不断提高教学质量。教学质量的标准尽管有一定的主观性，但仍有客观规律可循。为此，一方面要建立一套系统的教学质量评估体系，另一方面要不断研究和完善教学评价体系，力求各项指标设计的科学、合理，数据来源公正可靠并具有较高的科学性和公信度，使教学评价体系真正成为评价高校教学质量的重要依据之一。本文根据目前高校教育的需求，在提出教学评估指导思想和评估原则的基础上，运用系统的思想，采用自上而下、由表及里、内外结合的分析策略，借鉴国内外高校评估经验，提出了一套完整的教学评估体系，运用AHP层次分析法建立了讦估模型，并开发了相应的教学评估系统。教学评估系统现已运行一年，获得良好的评估效果，其评估结果对科学管理师资队伍提供了客观标准，为教育改革提供了重要的依据，有利于完善教师队伍科学化管理的过程。对高校现代化教学管理具有重要的指导意义。更多还原

【Abstract】 At present, universities all over the world are paying attentions to education quality guarantee system and the evaluation of education. Now, university education of China has opened to the masses, and universities have understood deeply that education quality is a critical factor to ensure the further development of universities.National government of China gives evaluations to the education quality at kinds of levels, in order to spur universities to supervise and adjust themselves to improve education qualityo Although education quality could be evaluated by some subjective standards, there are also some objective standards. So, on one hand we should set up a series of evaluation standards for education quality, on the other hand, we should improve these standards, make the evaluation factors more scientific, reasonable and open, and make the data more accurate.According to the requirements of university education this paper presents a series of principles and ideas about education evaluation. Furthermore, based on the systematic ideology, analytical strategies, and the experiences from foreign researcher, this paper studies university education very deeply, from top to bottom, from outside to inside, and present a new integrated education evaluation system. This system uses AHP (The Analytic Hierarchy Process) to set up a mathematical evaluation model. And also computer system has been developed to evaluate education quality. Till now this system has be used for more than one year. It has provided many objective standards to evaluate the performance of teachers, and provided foundation to do education reform.更多还原
