论中国不结盟外交战略

【摘要】 新世纪，中国外交战略走向如何，是国内外学者探讨的一个重要课题。中国现行的外交战略仍是80年代后确立的不结盟外交战略。如今，在机遇和挑战并存的时代，中国还能否继续实行此战略，为世人所瞩目。因此，我们有必要对中国的不结盟外交战略进行全面的考察和系统的研究。目前，学术界对此战略的研究尚属初级阶段，研究成果也甚少，尤其是在该战略的系统化研究方面尚属空白。所以，本文力求从宏观视野对该战略进行系统化研究，以便为将来中国选择理性的外交战略提供理论参考。同时，本文也力求为今后的学术研究积累资料。 本文分三部分对中国不结盟外交战略进行阐述和分析。第一部分通过回顾新中国外交史，揭示了中国不结盟外交战略出台的国际、国内背景；第二部分在澄清不结盟与独立自主的关系后，详尽地阐释了中国不结盟外交战略的主要内容；第三部分通过比较分析的手法，透析了中国不结盟外交战略在其实施过程中所发挥的重要作用。最后，本文得出三点结论：一是中国在今后很长一段时期内仍将继续实行不结盟外交战略；二是中国同世界各国进行“因事而发，事终而止”的协作将是不结盟外交战略在未来应对挑战的主流性措施；三是中国不结盟外交战略在未来的实施中还应逐步提升与欧洲的关系。更多还原

【Abstract】 In the new century, where is the Chinese non-alignment foreign strategy going? The domestic and oversea scholars pay attention to this important question. China has been implementing the non-alignment strategy from the 1980’s. Now, facing to some new opportunities and challenges, what the world people care about is whether China will still continue to carry out this non-aligment foreign strategy or not. Therefore, it is very necessary to observe and research this foreign strategy. In the present academia, there is the initiative stage on the research of this foreign strategy. The research achievements are very limited. Even, in respect of the systematic research, there is still a vacant field. So, this paper makes great efforts to research from the macroscopic perspective and the systematic perspective. The paper is aimed at offering the theoretical consultation for our country to choose an appropriate foreign strategy in the future. At the same time, the another purpose of this paper is to accumulate the material for the next academic research in this project.The paper was divided into three parts to expatiate on and analyse the Chinese non-alignment foreign strategy. The first part opened out the backgroud of the Chinese non-alignment foreign strategy through reviewing the new China foreign history. The second part expatiated on the main contents of the Chinese non-alignment foreign strategy after clarifying the relationship between non-alignment and independence. The third part analysed the important effect in the process of implementing the Chinese non-alignment foreign strategy with the comparative and analytical method. At last, the writer drawed three conclusions: Firstly, China will still continue to carry on the non-alignment foreign strategy in a long term ; Secondly, the main measure which China deal with the challenges in the future is to collaborate with all kinds of countries. The character of this cooperation is "begin for the specific thing, end after this thing finished"; Thirdly, China should step up the relationship with Europe in the next stage .更多还原
