【摘要】 2002年广州市每天平均产生5500多吨生活垃圾。而且随着广州市经济与社会的进一步发展，预计广州市的生活垃圾将以6％的速率增长。一方面，生活垃圾中存在大量可回收利用的资源，另一方面生活垃圾处理能力明显不足。在这种形势下，垃圾分类收集已成当务之急和必然趋势。 本论文首先深入调查和分析了广州市居民生活垃圾的排放与收集现状，指出了生活垃圾混合收集存在的弊端，阐明了分类收集的重要性和必要性。 其次调查和分析了广州市生活垃圾处理、处置、回收现状，掌握了广州市废旧物资回收行业的运行和管理机制，在此基础上提出了一个在分类收集工作可能会出现的环卫部门与废旧物资回收部门之间存在有问题，并提出了解决这一问题的建议。 论文重点研究了广州市生活垃圾实行分类收集的存在的问题与可行性方案。预测了广州市生活垃圾和产量和组分特性，根据广州市环境卫生规划中的垃圾处理总体方案，提出了广州市生活垃圾分类收集方案的各个方面，包括分类原则、实施原则、分类方法，拟定了分类收集实施细则，建立了不同类型的分类收集效益模型，并对广州市做了案例分析。 通过仔细分析广州市生活垃圾分类收集管理示范点工作及运行机制，明确提出了造成目前广州市生活垃圾分类收集工作面临的困境，很大程度上是因为仅凭诱导机制发挥作用，然而大量的宣传工作并没有取得预期的效果，因此只有尽快建立垃圾排放收费制度和资源回收补助制度才能实现分类收集工作的突破，通过经济手段来改变公众的行为方式和生活习惯。更多还原

【Abstract】 In 2002, the daily even municipal refuse volume is more than 5500 tons in Guangzhou. Moreover, with the economy and society of Guangzhou developing constantly, expected Guangzhou municipal refuse volume will be increased at the speed of 6% per year. On the one hand,there is much resource that can be reused in the municipal refuse.on the oether hand, the facility for municipal refuse is clearly not enough to disposal all the municipal refuse and can not keep up with the increase of municipal refuse. In this situation, classification and collection of refuse have been an urgent affair and imperative trend.First, this thesis investigates the present situation of Guangzhou domestic refuse emission,collection, points out the defect of mixing collection, interprets the importance and necessity of the classification and collection.Secondly, this thesis investigates and analyzs the present situation of Guangzhou domestic refuse collection, handling and disposal, comprehands the running and administrative system of Guangzhou waste recovery. This thesis raises possiblly appearing problems between environmental health section and waste recovery section during classification and collection and advices to solve these problems on the basis of the above-mentioned tasks. Problems occuring in Guangzhou refuse classification and collection and possible plan are focusedly researched and the production and component of Guangzhou refuse are predicted in this thesis. According to the total plan of refuse disposal in the Guangzhou environmental health plan, this thesis raises various sections of Guangzhou refuse classification and collection including classification principle,implementation principle.classifying method, drafts the implementation rules and explores various types of models of classification and collection of Guangzhou domestic refuse.Lastly.through analyzing carefully the administrative and running system of Guangzhou classification and collection, this thesis raises that to a great extent, the cause of the dilemma of Guangzhou classification and collection is to merely rely on inducing system to produce a marked effect. However, a great deal of promotion can not obtain expected effect. Therefore, only if the Pay-as-your throw system and waste recovery subsiding system are established as soon as possible, the dilemma can be broken through.
