论国家文化安全

【摘要】 国家文化安全是近年来随着时代的发展开始为各国所关注的。我国处在改革深化、体制转型的时期，又有全球化这一国际大背景，因此，文化安全的地位更为突出。本文正是鉴于这样的认识，来关注国家文化安全这一课题的。 全文共分四个部分。第一部分分析国家文化安全问题的提出背景并对其进行界定。首先，通过对国家安全观变化的分析，指出，国家文化安全是由于国际形势的变化，伴随着综合安全观的提出而被提出的；其次，对国家文化安全的内涵进行界定。认为，国家文化安全主要是指一国内占主导地位的文化价值体系不受来自外部的和内部的不良因素的干扰、侵蚀，维护主流文化的本国特色。指出，我国文化中最易受不安全因素影响的主要是思想道德文化方面和文化的民族性方面。 第二部分论述国家文化安全的地位。主要从文化安全与国家安全、文化安全与综合国力、文化安全与中国特色社会主义实践三个方面论述国家文化安全的地位，并就各国对文化安全地位的理解与对策进行了阐述。 第三部分分析我国文化安全的现状。认为，虽然建国以来我国的文化事业成就显著，但仍存在许多影响国家文化安全的因素，文化安全度为轻度不安全。就国家内部而言，影响文化安全的因素主要有：(1)腐败问题的负面影响；(2)一些领域道德失范；(3)文化生产领域经济效益与社会效益关系处理不当；(4)邪教对人的精神控制。就外部而言，主要是全球化带来的影响文化安全的因素：(1)文化的融合与冲突使文化的民族性一定程度上受到冲击；(2)西方文化霸权主义对社会主义意识形态的影响；(3)高科技载体带来网络文化安全问题。 第四部分提出要加强防范，保证文化安全。应该关注几方面内容，主要有：加强国际文化交往、通过网络宣传中国良好形象、借鉴他国经验、搞好国内文化建设等。更多还原

【Abstract】 In recent years, with the development of the new age, the State Culture Security has come to the attention of every country. As for China, since we are in an age of reform deepening and system transformation against an international background of globalization, the position of the State Culture Security appears more important. It is based on this understanding that the thesis attends to the issue of the State Culture Security.The thesis is divided into four parts. Part one explores the background against which the State Culture Security issue is advanced and proposes a definition. Firstly, through the analysis of the changing views on the state security, it points out that the State Culture Security is brought forward in comply with the comprehensive security view due to changes in international situation. Secondly, it defines the State Culture Security: the State Culture Security mainly means that the dominant cultural value system in a country is not affected and interfered by the bad factors both internal and external and the national features of the main-stream culture can be maintained. Furthermore, it indicates that those most likely to be influenced by insecure factors are the morality and the nationality of our culture.The second part deals with the position of the State Culture Security. It is demonstrated from these three aspects: the culture security and the state security ,the culture security and the comprehensive state power, the culture security and the socialistic practice of Chinese features. Moreover, it expounds and analyzes the views and practice of other countries with regard to the State Culture Security.The third part analyzes the status of the culture security of our country. It holds that though great achievements have been made in our culture since the foundation of the People’s Republic of China, there still exist many factors that may influence our culture and our culture security is of the degree of minor insecurity. As far as the interior is concerned, factors that influence our culture include: the problem of corruption has negative effect on people’s belief; the structure adjustment leads to the changed views on righteousness and profit; the relationship between the economic benefits and the social benefits in the culture production area is not dealt with properly; some evil religions have a bad influence on people’s mind. As for the external world, it is globalization that brings about these unsafe factors: the merging and conflict of different cultures have certain impact on the nationality of our culture; the western culturalhegemony affects the socialistic ideology; the high technology carrier brings about the problem of Internet culture security.Finally, the fourth part puts forward the suggestion that we should enforce defense and ensure culture security. Attention should be given to these aspects: to promote the international culture communication, to advertise the good image of China through Internet, to learn from the foreign countries, to improve our culture construction, etc.更多还原
