西岗区社区自治问题研究

【摘要】 伴随着改革的不断深入，我国政府着力推进城市社区建设，其中重要的目标之一是改革和完善城市基层管理体制，建立一种与市场经济体制相适应的社区自治体制。这是加强基层民主政治和两个文明建设的有效途径，是提高城市居民生活质量的重要举措，是提升社区建设水平的关键步骤，是一项利国利民、充满生机活力的事业。 由于受计划经济体制的影响，我国的社区自治组织可谓名不副实，居民委员会不同程度地存在行政化管理的现象，成为城市行政组织的编外机构，社区居民参与社区建设的程度较低，并没有实行真正的自治。社会的变革对社区提出了更高的要求，面对日益增多的流动人口、失业人员，由“单位人”转变而来的“社区人”，社会的弱势群体等，社区任重道远。基于此，必须改革过去社区组织存在的责权利不统一、职责任务不明确、管辖范围过小、人员老化、工作条件差等问题，实行真正的社区自治，即还社区居民的民主选举权、对社区事务决策权、社区日常工作管理权、社区财务资产管理权、社区内部事务监督权和不合理摊派的拒绝权等，保证社区居民依法管理自己的事情，实行真正的社会主义民主。 本文结合西岗区社区建设尤其是社区自治组织建设实际，提出了西岗区社区自治存在的主要问题，即管理体制不健全、社区自治组织体系不完善、管理功能较弱、服务手段简单、辖区规模小、居委会设置不尽合理、人员素质低、工作条件差、非营利组织和中介组织发育不良等，并分析了影响社区自治的体制因素、法制因素、经济因素、环境因素、认知因素。在综合分析存在的问题和制约因素的基础上，本文提出解决问题的对策，即要加快西岗区社区自治建设，就必须树立新型的社区自治理念，创新社区自治体制，建立完善的社区自治组织体系，健全社区自治制度，提高社区服务的层次和水平，并积极创造条件发挥社区非营利组织和社团组织的作用。更多还原

【Abstract】 As the reform goes on, our government is focusing on the construction of the community in cities, one of the targets is to reform and perfect its management system in the basic units, and try to establish autonomy system which is in conformity with the marketing economic system. This i s an effective mean in the construction of democratic politics and double-civilizations’ construction, and it is an important solution to improve the life quality of urban residents, a key step to improve the constructive level of its community which is energetic in the career of the nation and its people.Due to the impact of planning economic system, our community organization is not like what it should be, there will be some phenomenon in the administrative management existed in the community in different level which became an outside unit, few residents take part in the construction and it is fat from the autonomy. Now there i s a h i gher requ i rement for the commun i ty. Fac i ng w i th i ncreased peop I e who had lost their jobs and now become the community dwellers, and disable groups, we feel responsible greatly, therefore, we must change the phenomenon that duty, power and profit are not combined, it is not clear in duties, and it is narrow in its management scope, people are old-aged, poor working condition so as to reach a real autonomy, that is to return the democratic voting right back to the residents, the for making decisions, and decision-making right, administrative right for daily work, the right for accounting, and properties, the supervision right, for its inner affairs, the right to reject unreasonable apportion and so on in order to make all the residents deal with all the things of their own, and make socialist democracy become true.Associated with the constructions reality in XiGang District especially its autonomous organization, the principal problem was put up here, that is unperfect in its administrative system, it is weak in its managing function, it i s s imp le i n serv ice, it is small and narrow in its scope, unreasonable in the community location, lower qualiffed staffs, poor working conditions, profit-making and non profit-making organizations are not well-developed and also analyzed the facts in law, economy, environment, and before-known elements which affected the community autonomy. On the basis of analysis on the problems and elements which are interrelated with each other, a solution was put forward form the writing, that is to enable the community of XiGang District to develop faster, you must establish a new type community autonomy concept, renew the autonomous system, perfect its organizational system, autonomous system and improve its service level, we should try to create more favourable conditions to make profit-making and non-profit making organizations play even greater role.更多还原
