公路工程项目施工文档管理方案研究

【摘要】 作为公路工程项目管理信息的载体,工程文档在公路工程项目的整个生命周期中一直起着十分重要的作用。公路工程文档管理是工程项目信息管理的基础和工程项目管理系统有效运行的前提条件。由于公路工程施工阶段产生的文档不仅量大类繁,且具有不可回复性,因此,该阶段的文档管理成为公路工程项目管理工作中不容忽视的内容。 本文根据目前公路工程项目施工阶段文档管理存在的问题,在工程文档管理工作需求分析的基础上,提出了工程文档的自动组卷、计划与动态管理和安全管理等的实现方法和相关技术,建立了基于网络技术的文档管理方案,并提出了方案的实施策略,从而为公路工程施工文档管理系统的开发设计和工程文档的数字化管理奠定了理论与技术基础。该方案的实施,将改变传统的工程文档管理模式,降低工程文档管理人员的劳动强度,提高工程文档内在质量和传输效率,便于工程质量的控制;同时,使档案部门能真正做到对施工过程中的工程文档数量和组卷质量管理和控制,实现工程文件档案一体化管理。纸质文档与电子文档并存的“双套制”方案适应了现行档案法规的要求,也为工程文档的快速检索利用创造了条件。
【Abstract】 As the carrier of the administration information, Highway engineering document play a important role in all the lifecycle of the highway engineering projects. Engineering document management (EDM) is the foundation of the information management in highway engineering projects . It is very important during the construction, because we may not have it redone for a highway project being the one-off, more types and enormous numbers of the engineering files.Aiming at the problems in document management during the highway engineering construction, this paper brings forward the ways and technologies about realizing of automatic filing, dynamic and premeditated management and safety management and so on. A solution is set up based on the network technology, and a feasible strategy is provided .The solution provides the academic and technical base for development of document management system (DMS) in highway engineering construction , and changes the traditional mode of EDM , lightens the archivists’ labor intensity , Enhances the quality of documents, expedites the transfers of the information ,makes Engineering quality being controlled easily. In the mean time, archivists can supervise the filing during construction. The quality of filing records and the number of files can be controlled effectively. The solution suggests that paper records and electronic records should be kept in the same time for the limit of archives laws and convenience of access and search.
