【摘要】 20世纪80年代以来，外商直接投资(FDI)作为国际资本流动的主要方式，对东道国经济发展产生的影响和作用日益为国内外研究者所关注。发展经济学家强调FDI缓解东道国，尤其是发展中东道国的资本短缺的作用，例如Chenery&Strout提出了“双缺口”模型。但是仅从缓解资本短缺的角度分析FDI对一国经济的影响难以解释我国在居民储蓄居高不下，并不存在明显的资金缺口的情况下以优惠政策吸引外资的现象。实际上，FDI的大量流入不仅缓解东道国经济发展过程中的资本短缺，加快国民经济工业化、市场化和国际化的步伐；更为重要的是，FDI能内生技术溢出和技术进步，使东道国的技术水平、组织效率不断提高，从而提高国民经济的综合要素生产率(TFP)，使国民经济走上内生化增长的道路。FDI是内生经济增长的重要源泉。多年来，我国一直实行“以市场换技术”的引资战略，试图通过吸引外资来促进我国的技术进步。本文对外资对我国的技术进步效应进行探讨。 本文首先在现有文献研究基础上，应用内生经济增长理论框架及计量经济方法进行计量检验和实证分析，得出外商直接投资主要是通过技术进步的方式促进我国经济增长的结论，并指出今后我国外资政策的重点应放在促进我国的技术进步上来。然后对外商直接投资与技术进步进行定性分析。外商直接投资促进技术进步的渠道分为直接效应与间接效应两类，本文对这两种效应都进行了分析并作出评价，在此基础上讨论了影响及制约外资促进我国技术进步的因素。最后，本文提出了我国利用外资促进技术进步的政策导向。更多还原

【Abstract】 Since the 1980s,foreign direct investment (FDI)as the main inform of international capital flow has exerted increasingly important influence on the economic development of receiving countries and has been paid more and more attention to by the researchers of China and foreign countries. The economists of development economics emphasize the function of alleviating the capital shortage of the receiving countries, especially the developing countries, such as the model of "double gap"of Chenery&Strout. But it can’t explain why China attracts FDI by using privilege policy and China has large bank deposits. In fact, The large scale inflow of FDI not only alleviated the short supply of capital in the course of economic growth and quickens the steps of modernization , but, more importantly, it raises the level of technology and efficiency. Thus, it increases the total factor productivity (TFP) of the receiving countries and drives its economy to the course of endogenous growth. FDI can generate technology spillover and technical progress and is an important spring of endogenous growth. "Exchange domestic market for technology" has been the strategy of China for attracting FDI for many years. China hopes to propel its technology progress by attracting FDI. This paper researches the effect of technology progress of FDI of China.First, based on the studies of the existing data , this paper constructs a model of endogenous economic growth, makes empirical analyses and tests with econometric methods .It put forwards that FDI propel China’s economic growth mainly through technology progress and China’s FDI policy should emphasize the technology progress. Then it analyses the correlation between FDI and technology progress from direct effect and indirect effect and makes its comments. Based on it this paper analyses the affecting factors that FDI propels china’s technology progress. At last, this paper puts forward the policy suggestions.更多还原
