【摘要】 港口生产是多工种、多环节的联合作业，具有作业点多、线长、分散、受自然因素影响大的特点，加之港口生产的高度连续性及复杂性，致使港口生产中潜在着比一般行业更大的危险性和不安全因素。目前，港口生产中因安全管理不善而引起的各类安全事故，以及由此造成的各种损失，已经极大影响了港口生产的稳定运行，制约了港口效益的持续增长。 本论文正是基于上述背景条件下展开的。它是针对港口企业安全生产不适于当前港口发展现状的矛盾提出的，一种新型的、具有创造意义的研究课题。它以企业预警管理论为指导，吸收并采纳了安全工程管理和现代港口生产管理理论的最新成果，通过对现有港口安全生产模式的分析论证、现有港口安全事故的统计整理，提出一种能够监测、诊断、预控安全事故的港口安全生产预警管理系统，旨在为港口安全生产管理提供一种具有实际运用价值和可操作性的港口安全管理新模式。 本文研究的主要内容包括： 1．对现有港口安全生产现状进行了研究。主要是对港口生产中安全事故的类别、特征及危害程度的研究；对港口在安全管理方面采用的组织机构模式及人员构成情况，安全组织机构与其它部门的相互关系的研究；对港口在安全管理方面制定的各项规章制度及安全条例，港口落实国家有关安全法律法规的实际情况和存在的问题的研究；对港口安全事故处理及预防对策的研究。 2．港口生产安全事故成因机理研究。借鉴事故致因理论，对各类安全事故从人员、机械、环境三方面进行细分，找出引发事故的主要致错因素，分析这些因素如何作用从而导致事故发生的规律和机理。 3．港口安全生产预警管理系统的构建。主要包括对安全生产预警系统的实用功能、安全生产预警系统的工作内容、安全生产预警系统的组织机构、安全生产预警系统的运转模式及安全生产预警系统信号输出的研究。 4．港口安全生产预警指标体系的方法设计。基于已构建的港口安全生产预警管理系统，设计了安全生产的预警指标体系，并采用层次分析法对指标体系各指标的权重予以确认。更多还原

【Abstract】 Including many types of work and excessive tache, the port operation is a combine task that is too many workplaces, long route, separation and deep effect by nature environment. In addition to the factors of high continuity and complexity, port operation exists much higher fatalness and insecurity than ordinary trade. Presently, because of the disability management of port operation safety, all kind of accidents and disasters take place, which have been deeply affected the steady running of port operation and destroyed the continue increasing of port benefits.This paper spreads out just based on the above background. Aiming at the contradiction between port operation safety and port development actuality, the research of forewarning management on port operation safety is put forward, which is a innovative and defiant research. Under the direction of enterprise forewarning management theory, adopting the latest fruits of safety engineering management, analyzing the mode of port operation safety, studying the results of port accidents, a new system which can measure, diagnose and fore-control the state of port accidents is provided. It can be taken as a new method which is valuable to the management of port operation safety.The main content of this paper can be described as follow:Study about the actuality of port operation safety. This part of research is mostly concerned with the sort, character and harm of port accidents; the organize mode of port operation safety, the relationship between security department and other departments, the safely byelaws and ordinance, the problems of using byelaws and ordinance, the disposal and immunity countermeasure of port accidents.Study about the transformation mechanism of port accidents. On the basis of this mechanism, this paper plots out the accidents from three aspects as personnel, machine and environment, so as to deplores the mostly causing fault factors, at the same time, analyzes and makes it clear how about the effect of these factors bearing on the port accidents.Establish the system of Forewarning Management on Port Operation safety. Thispart of research is composed of several facets such as the utility functions of forewarning management, the embody content of system running, the structure of forewarning organize, the movement mode and the signal output of forewarning system.Devise the monitor index system of forewarning management. Basing on the established system of forewarning management on port operation safety, this paper provides a series of monitor indexes, and evaluates the weightiness of monitor index with the method of analytic hierarchy process.更多还原
