【摘要】 规划建设用地指标是为了解决城市用地分配及利用的问题而建立的带有预测性城市综合指标体系。它体现一定的社会公平，但必须同时兼顾社会效率。由于建设用地指标的特殊性，其必将受到国家经济发展水平及城市化水平等的限制。同时，城市特色、城市人口素质以及不同的城市现有规模也将会对规划建设用地指标产生一定的影响。 本文立意在中国目前的经济背景下，力图通过对国内外城市建设用地政策及我国城市建设用地指标的回顾，剖析城市建设用地指标的影响因素，并根据我国的实际情况，分析技术发展对城市建设用地指标产生影响的必然性，最后，针对上海这一具体城市的技术发展和经济状况进行分析，对现阶段上海市的城市建设用地指标提出相应的建议。更多还原

【Abstract】 The index of city construction area is built to solve the problem of how to distribute and utilize the city land. It is integrated and predictive. It embodies the social justice,and the social efficiency. As the particularity of the index,it must be restricted by the development of the economy and the urbanize level. At the same time,it is effected by the characteristic of the city,the civil quality and the different city dimensions,etc.This thesis interpreted the different policy home and abroad,and the history of the Chinese index on the background of the economy at the present. It analyzed the consequence factor on the index of city construction area,and according to the facts,explained the certainty that the index would be influenced by the development of the technique. Finally,in the case of analyzing the development of the economy and technique of Shanghai,the writer gave a corresponding suggestion on the Shanghai’s index of city construction area.更多还原
