外商直接投资与我国产业结构升级研究

【摘要】 改革开放20多年来，利用外商直接投资一直是我国经济发展进程中的一个重要策略。随着我国经济整体迈入劳动力与投资作为主要增长要素的工业化阶段，国际直接投资推动我国经济发展的重心已逐步从资本形成、获得进步技术移动到产业结构升级问题。外商直接投资理论认为通过引入外商直接投资，发展中东道国可以引入本国缺乏的先进技术和资本，利用国际流动资源帮助本国产业跨越原要素供给的瓶颈，迅速建立起现阶段自身没有能力发展的产业，推动东道国原产业的升级换代，提高东道国关联产业存量资本和新形成资本的质量，使相对比较劣势的产业向比较优势的产业转化，加速本国产业结构升级。但是外商直接投资促进东道国产业结构升级效应的高低则决定于产业转移国的产业发展高度，东道国的产业接受能力和通过外商直接投资关联效应形成产业带动的能力。本文就我国改革开放20多年来产业结构调整的每一个阶段性演变与外商直接投资曾经产生的效应进行一对一的分析，特别针对外商直接投资对我国产业结构升级的核心--技术进步影响加以实证研究。得出的结论是利用外商直接投资确实有效地促进了我国产业结构升级。在中国已加入WTO的情况下，一方面我们必须更进一步创造条件、改善政策，扩大外资利用规模。另一方面也必须根据我国的资源和要素供给特点以及本国产业发展现状和本国产业结构升级的需要，进一步调整和改善利用外资的产业政策，提升利用外商直接投资的产业升级效应，以充分利用外商直接投资加速实现我国产业结构的高度化和现代化。更多还原

【Abstract】 Since 20 years of reform and the opening to the outside world, the utilizing of foreign direct investment (FDI) has always been an important strategy in the proceeding of modernization. As our whole economy steps into the industrial stage which labour and investment become the main factor to the economy growth ,the focus of FDI on promoting our economic development has transferred from capital form, technical progress to the upgrading of industrial structure. The theory of FDI holds that the developing host country can draw advanced technology and capital which its country lacks .Utilizing international circulating resources can help our industry to stride across the bottleneck of the supply of the key element ,to establish rapidly the industry which cannot be developed at the present, promote "the upgrading of the old industries of the host country ,enhance the quality of the related industries’ capital ,transfer the comparatively inferior industry to the comparatively superior industry, to accelerate the upgrading of the industrial structure .However, the effect of FDI on promoting the upgrading of the host country’s industrial structure is decided by the height of the industrial development of the emigrating country, the industrial accepting ability of the host country and the industrial leading’ ability formed by FDI’s related effect. In this thesis , every stage of the development of the industrial structure and FDI’s upgrading effect of industrial structure is analysed systematically,and the effect of FDI on the core of the upgrading of China’s industrial structure -technical progress is especially studied. The thesis points the positive effect of utilizing FDI on the upgrading of our country’s industrial structure. Since we have entered into WTO, in order to utilizing FDI to accelerate the upgrading of our country’s industrial structure, and to promote the modernization of industrial structure, we must further create conditions, improve policies and enlarge the scale of utilizing foreign capital. Furthermore, we must further adjust and improve the industry policies of utilizing foreign capital on both the present situation of our country’s industries and the upgrading of our country’s industrial structure.更多还原
